The Cyber Threat Intelligence Integration Center (CTIIC) is the DNI's Intelligence Community (IC) lead for cyber intelligence issues. CTIIC is responsible for integrating IC collection and analysis on cyber intelligence issues, and for coordinating and supporting the IC in providing accurate, timely, comprehensive support to national policy and decision makers.

Duties

Lead the NIM-Cyber team's efforts for all steps of the Intelligence Planning, Programming, Budget, and Evaluation cycle including the Intelligence Planning Guidance, Consolidated Intelligence Guidance, and all other tasks pertaining to IC resource prioritization and engagement to raise the capabilities of the Cyber Intelligence Community. Operates as the focal point for budget and strategic issues, develops the Unifying Intelligence Strategy, prepares the NIM-Cyber State of the Mission as required by ICD-900 for the DNI, submits all NIM-Cyber requirements through the DNI Decision Document process, and manages the IC Cyber input into the National Priorities Intelligence Framework. Collaborate with stakeholders to achieve UIS and Congressionally-directed goals with an evolving and dynamic resource environment. Rank and prioritize competing requirements for additional capabilities through a transparent and accountable methodology. Identify, develop, and assist in the implementation of NIM-led strategic initiatives to promote integration and annually review progress against strategic guidance. Support initiatives that further Cyber mission integration, such as changes in mission posture, risk, and mitigation. Assist the NIM in determining the state of collection, analysis, or resource gaps focused on Cyber issues as outlined in the UIS for Cyber. Manage partnerships and communicate with stakeholders across the Cyber mission to synchronize requirements and resources, and represent the NIM's position. Integrate the Community: Integrate and cultivate productive working relationships with ODNI elements, intelligence community and interagency leaders, and relevant foreign partners in order to synchronize and drive the implementation of the NIM-Cyber's established objectives. Lead, plan, and prepare briefings, reports, and presentations to organizational leadership, senior policymakers, and senior United States (U.S.) Government agencies USG officials in a manner that meets their specified requirements and provide expert analysis and recommendations that ensure IC strategic plans and programs align with strategic objectives. Additional Duties and Responsibilities Include: Evaluate, integrate, review, and develop planning efforts for area of responsibility in coordination and collaboration with other U.S. Government agencies. Lead the monitoring and the implementation of interagency plans by coordinating and integrating competing requirements and priorities of multiple stakeholders; plan and participate in interagency meetings. Manage the identification of gaps and impediments that are negatively impacting successful plan implementation efforts and develop solid and well-researched recommendations for policies/procedures designed to reduce these gaps. Establish plan, prepare, and present briefings, reports, and presentations to Office of the Director of National Intelligence (ODNI) leadership, senior policymakers, National Security Staff, and other U.S. Government consumers in a manner that meets their specified requirements. Oversee the coordination and integration of interagency and cross-directorate collaboration on programs and objectives; evaluate and assess these efforts to ensure their success. Establish plan, promote, and share information and knowledge within ODNI and with other government agencies, and effectively recognize, value, build, and leverage diverse and collaborative networks within these organizations. Lead development and continually expand personal expertise in facilitating the cooperation and effective coordination of organizations within ODNI, the IC, and other (U.S) Government agencies.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Bachelors degree with at least 5 years of cyber policy and or cyber analysis experience. Expert knowledge and experience with planning processes, critical analysis, consensus building, as well as the application and integration of all instruments of national power in protecting the U.S. and its interests abroad. Superior ability to plan and coordinate the integration of existing and emerging interagency capabilities to accomplish operational or strategic objectives. Superior ability to develop innovative and flexible solutions for complex cross-organizational issues, taking initiative and making key contributions to group efforts. Expert knowledge and experience with the mission, charter, roles and responsibilities of the IC and the interrelationships of its customers and stakeholders. Superior interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team or collaborative environment. Superior ability to communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences, to include senior-level policymakers. Superior ability to lead interagency planning efforts for complex interagency projects, taking into account a diverse range of considerations and ensuring that the activities can be successfully completed. Expert knowledge of IC organizations' missions in order to develop the national-level strategies and policies necessary to support U.S. national security and foreign policy interests. Expert knowledge of the IPPBE process, Consolidated Intelligence Guidance, Intelligence Planning Guidance, DNI Decision Document process, and other IC resource issues. Expert leadership experience and analytic expertise to support strategy and policy development, strategic planning and implementation efforts. Superior ability to identify emerging trends and strategic issues and incorporate these in developing strategic plans for the organization. Superior communication (written and verbal) skills to effectively and efficiently communicate organizational vision, mission, and plans. Superior ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC. Ability to adapt work schedule to mission requirements, including the ability to surge on short notice to support extended or weekend hours.
