This position is part of the, The National Mediation Board. The incumbent will be responsible for a wide range of support services in connection with the functions of the Office of Legal Affairs (OLA) but is primarily concerned with establishing representation (R) dockets, sharing responsibility for R-case administration, and drafting determination decisions on standard certifications and dismissals.

Duties

Establishes R-case dockets and initiates docketing procedures. Locates previous, relevant certifications and dismissals. Drafts routine case correspondence. Coordinates and tracks the mailing of representation notices and instructions, providing duplicate instructions when necessary. Primarily responsible for making eligibility/status changes in the system. Responsible for electronic case tracking and preparation of annual and quarterly report data. Ensures the integrity and physical security of privileged and confidential materials, including case files, authorization cards, and draft decisions. Provides critical data published in annual reports, annual budget submissions, and other requests for audit purposes. Provides direct assistance to the OLA legal staff by creating litigation files, assembling, and managing all relevant documents in preparation for litigation. Provides assistance to OLA staff on Presidential Emergency Boards. Reviews attorney-generated legal documents, such as affidavits, declarations, court exhibits, and related materials. Ensures conformity with standards for legal documents, including formatting and proper use of citations. Facilitates clearance of legal notices at the Office of Management and Budget and publication in the Federal Register. Provides additional backup support to the NMB's Chief Freedom of Information (FOIA) Officer and FOIA Public Liaison in preparing agency response to FOIA requests. Assists NMB's Designated Agency Ethics Official (DAEO) by scheduling the Agency's annual Ethics training and developing system's to ensure required reports are filed in a timely manner.

Qualifications

At the GS-11 level, you must meet one of the following qualifications: One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to (1) administering a docket of cases (2) drafting routine correspondence, and formatting correspondence and decisions and (3) experience managing litigation files, including court filings and keeping track of deadlines. OR A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if in a related field; OR A Combination of education and experience as list above. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
