The primary purpose of this position is to provide contract price/cost analyst services for AFLCMC/PK/PZ Hanscom
procurement areas including related equipment, weapons systems and communicating systems.
Duties
Analyzes and evaluates cost and pricing data for proposed and ongoing procurements for complex, major monetary value, long-term acquisitions services/systems.
Reviews technical and audit reports on various cost elements, such as engineering. startup labor, performance bonding, escalation factors, and profit to determine the reasonableness of the various cost elements or justified exceptions to terms or such factors as risk, extent of government assistance, problems or capital investment, and extent of subcontracting.
In accordance with prescribed objectives, forecasts price trends, economic factors, and efficiencies in production of future accounting periods.
Provides responsive, timely support to customers, actively supports achievement of Command and AFLCMC goals and objectives, and participates in improving self and organizational effectiveness.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Contracting Series, 1102 IOR. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
BASIC EDUCATION QUALIFICATION REQUIREMENTS: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate. NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL COLLEGE TRANSCRIPTS.
OR
A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000; 2) served in an 1102 position or as a Service member in a similar occupational specialty on or before September 30, 2000; OR, (3) is an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DoD as an 1102. or (4) is described in subsection (e)(1)(B) of 10 USC 1724. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade GS-12, or equivalent in other pay system. Specialized experience is experience providing acquisition and contracting business system advice to contracting personnel, assisting and training procurement personnel in business systems and planning, directing, and administering contracting business systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Knowledge of cost and price analysis principles and techniques, and of business and industry principles and practices, sufficient to analyze cost elements on a wide range of contract proposals, modifications, or terminations.
2. Basic knowledges of contracts and the pre-award and post-award procedures sufficient to structure and recommend financial arrangements that provide incentives for efficient and economical objectives.
3. Knowledge, skill and ability sufficient to obtain and use reports from technical, production, audit and other specialists in evaluating costs and establishing negotiation objectives.
4.Basic knowledge of economic, statistical, accounting, and financial analysis principles and techniques necessary to analyze historical and statistical data to evaluate the contractor's financial and technical capability on current and previous orders.
5. Skill, knowledge and ability to analyze reports of auditors and evaluate the contractor's cost estimating and accounting systems, and project price trends, isolate economic factors, and evaluate efficiencies in production of all phases of the life cycle of the contract.
6. Ability to communicate orally, in writing, to plan and organize work and meet short deadlines.
7. Skill, knowledge, and ability to complete all Defense Acquisition Workforce Improvement Act (DAWAI) requirements and knowledge of various contracting and procurement specializations and applicable contract types.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
