Duties

Senior principal advisor to the MAJCOM Regional Commander and HQ Director for the deployment and oversight of policies, plans, programs and procedures relating to all aspects of contract administration services. Provide authoritative interpretations of regulations, directives, instructions and other policy from the Office of the Secretary of Defense and Defense Contract Management Agency Headquarters (Head of Contracting Activity). Develop standards and evaluate performance; gives advice and counsel on both work and administrative matters; hears and resolves complaints, referring those of serious, unresolved nature as appropriate. Interviews and selects candidates to fill vacancies; effect minor disciplinary measures, such as warnings and reprimands; identify developmental and training needs; develop methods to improve production and quality of the work directed. First-line supervisor for a represented MAJCOM Contract Directorate and thereby provides administrative and technical program direction to staff Contract Specialists and Administrative Contracting Officers (CACOs, ACOs, and PAs) within the Division. Establish, direct, and monitor District programs to ensure efficient, effective Contract administration support is provided to program offices and buying commands. Serve as a Board member for Agency-level Contract Review Boards. Serve as the senior civilian for managerial, advisory, and technical functions of the Contracts Directorate and is responsible for monitoring continuity of operations, leadership, and direction for all aspects of the contracting mission.

  • Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
  • Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
  • Must possess a valid state driver's license and is required to use a government car as necessary

Qualifications

To qualify for a Supervisory Contract Specialist, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes: Implementing direction and guidance pertaining to all aspects of the contracting process. Developing methods to improve production. Reviewing work and providing technical guidance. Participating in operational planning with top management and key operating officials in order to advise on the contracting implications of proposed management decisions and to recommend alternatives based on contracting considerations. Assigning work to be performed, setting priorities, and deadlines.

Substitution of education may not be used in lieu of specialized experience for this grade level.
