Duties

This position is located within the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement, Gulf of Mexico OCS Region, Office of the Regional Director/Deputy Regional Director DIEE, Office of Environmental Compliance, Coordinator and Review Unit, duty stationed in Jefferson, LA. At the full performance level (GS-12) the major duties of this position include but are not limited to the following: 1. Serves as an assistant to the principal advisor/lead on matters related to protected species (e.g., marine mammals, marine turtles, coastal and marine birds, beach mice and other endangered, threatened, and protected species) as covered under the Marine Mammals Protection Act, the Endangered Species Act, and other legislation particularly related to marine protected species found on the Federal Outer Continental Shelf. 2. Serves as a back-up and assistant to the Protected Species Program Coordinator, assisting with BSEE's efforts on biological consultations with the U.S. Fish and Wildlife Service and National Marine Fisheries Service for the Gulf of Mexico OCS Region. 3. Performs office compliance monitoring and verification of operational reports and industry's Post Activity Submittals as it relates to their field of expertise, which includes requisite documentation submitted after OCS operations are complete to verify/record compliance with environmental standards. 4. Oversees, schedules, and conducts field efforts regarding protected species compliance monitoring and coordination/evaluation of protected species observers (PSO), including work with pressure-wave/acoustic data collection, mitigation, stipulation, and NTL enforcement, and coordination with industry contacts, BOEM studies leads, and the NMFS Platform Removal Observer Program (PROP), and other Federal, State, and private groups. 5. Assists in planning and conducting coordination meetings, industry/public workshops, Information Transfer Meeting (ITM) sessions, and other conference work related to protected species oversight. May represent the Regional Environmental Officer (REO) and Unit Chief at professional meetings, and on task forces or committees involving Federal, State, or private agencies and individuals where expertise of subject matter is required; communicating effectively on technical and administrative matters. Telework: The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Bargaining Unit: This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 2802, is the exclusive representative of all employees in this bargaining unit. Work Environment: The work is performed and conducted in both an office and through field visits. Salary Range Information: GS-12: $86,962 - $113,047 This vacancy may be used to fill additional positions as vacancies become available. Qualifications

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: Degree: Biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. AND (2) Specialized Experience To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Writing scientifically defensible analyses for National Environmental Policy Act (NEPA) documents on protected species and/or habitats; AND 2) Identifying, interpreting and/or analyzing biological data and/or ecological processes that are affected by development activities; AND 3) Applying environmental laws and/or regulations such as National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), Magnuson-Stevens Fishery Conservation and Management Act (MFCMA), or others, to analyze potential impacts to natural resources from development activities; AND 4) Participating in the environmental consultation process such as writing biological assessments, biological evaluations, biological opinions and/or essential fish habitat assessments; AND 5) Representing an organization at public meetings, hearings and/or scientific conferences in order to provide technical and scientific support/input. Must Meet All.
