Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Office of the Regional Director in the Gulf of Mexico OCS Region, Office of Environmental Compliance, Coordination and Review Unit in Jefferson, LA. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Serves as the principal advisor on matters related to protected species (e.g., marine mammals, marine turtles, coastal and marine birds, beach mice and other endangered, threatened, and protected species) as covered under the Marine Mammals Protection Act (MMPA), the Endangered Species Act (ESA), and other legislation particularly related to marine protected species (MPS) found on the Federal OCS. 2. Serves as the Protected Species Program Coordinator, leading BSEE's efforts on biological consultations with the U.S. Fish and Wildlife Service (USFWS) and National Marine Fisheries Service (NMFS) for the Gulf of Mexico OCS Region. These formal consultations regarding potential impacts to endangered/protected species from offshore activities under BSEE jurisdiction are required under Section 7 of the ESA. Serves as lead on petition package development/submittal for incidental-take rulemaking under Subpart I of the MMPA regulations for takes that could occur under BSEE-permitted operations. Prepares/submits MPS reports and analyses (i.e., annual PSO monitoring efforts, MPS sighting reports, etc.). 3. Establishes criteria for impact-assessment methodologies and identifies improvement of verification methodologies and enforcement needs for protected species. Develops associated monitoring/compliance programs and prepares sections and/or reviews of BSEE and BOEM NEPA documents, regulations, and/or NTLs related to protected species and the incumbent's area of expertise. Performs subsequent planning, organizing, and coordinating data collection to prepare reports that monitor, track, and when required, assess the impacts created from oil and gas activities on marine protected species. 4. Monitors programs funded and/or led by other Federal and/or State agencies, academic institutions, non-governmental organizations (NGOs), or industry groups to determine applicability of findings to information needs of BSEE/Office. Maintains knowledge of current research and findings in various sources and considers applications of new methods or results to ongoing or planned studies/research related to protected species. 5. Knowledge and skill to initiate creative, new, and untested concepts and methodologies for analyzing existing or unprecedented environmental/MPS issues of concern, and the judgment to evaluate and incorporate the latest developments in environmental science into definitive guidelines to be used by Office staff where state-of-the-art methods must be used to accomplish tasks. 6. Ability to expertly prepare, summarize, and/or edit technical reports, contracts, analyses, reviews, and articles and to effectively communicate information to other scientists/engineers, management, and industry/public representatives through written reports and oral communications. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit. Physical Requirements: The work requires occasional inspections where there are extended periods of crawling or stooping in restricted areas or climbing tall ladders to gain access to large equipment and facilities. The employee must be in good physical condition to work under such demanding physical conditions most of the day. Additionally, the employee must be able to perform all physical requirements as required by BSEE for personnel traveling to offshore locations. Salary Information GS-13: $103,409 - $134,435 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BSEE-EENN-24-CM-210(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

Qualifications

Minimum Qualification Requirements: To qualify for this position, you must meet (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. Ecology Series, 0408: Individual Occupational Requirements (1) Basic Educational Requirements: To be eligible for this position, you must meet paragraph A below for the series to which you are applying. A. Degree: Biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. Please Note: This position requires specific educational coursework to qualify. You MUST provide transcripts in order to verify that the educational requirements have been met. This information must be received by the closing date of the announcement. Failure to provide this information may result in you receiving an "INELIGIBLE" rating. -AND- In addition to meeting the Basic Educational Qualification requirements, applicants must meet the Specialized Experience for the grade to which you are applying. (2) Specialized Experience GS-13 To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Writing, and reviewing for approval, scientifically defensible analyses for National Environmental Policy Act (NEPA) documents on protected species and/or habitats; 2) Identifying, interpreting and/or analyzing biological data and/or ecological processes that are affected by development activities; 3) Applying environmental laws and/or regulations (e.g., National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), Conservation and Management Act (MFCMA), or others) to analyze potential impacts to natural resources from development activities; 4) Overseeing and/or advising on the environmental consultation process (i.e., writing biological assessments, biological evaluations, biological opinions and/or other essential fish habitat assessments); AND 5) Representing an organization at public meetings, hearings and/or scientific conferences in order to provide technical and scientific support/input. MUST MEET ALL.
