This position is located in the Office of Strategy, Communication, and Health Equity, Bureau of Global Health Security and Diplomacy (GHSD/SCE). The office serves as an intersection for policy and strategy coordination on issues that span GHSD, including its communications, legislative agenda and partnership agenda, and is responsible to ensure health equity considerations are integrated into the Bureau's strategy and communication.
Duties
Leads the preparation for GHSD and Department principals ahead of media engagements. Oversees the formulation of press guidance and coaches principals on how best to communicate the message in various media venues.
Develops communication strategies on policy issues that incorporate input from across the Department and interagency. Incorporates data-driven analysis of target audiences, opinion polling to make informed recommendations on strategic communications.
Initiates, oversees, and coordinates the preparation and management of a variety of key policy and strategic planning documents, including the Functional Bureau Strategy.
Provides timely and sufficiently rigorous analyses to serve as a solid basis for policy recommendations. Oversees efforts to allocate Bureau resources and meet all relevant legal requirements, including reporting requirements for funded activities.
Exercises delegated managerial authority and directs, coordinates, and oversees a staff of administrative professionals. Determines the staff and resources to devote
to the Office and Branch functions and the various projects undertaken .

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience coordinating work assignments, assessing performance, and providing guidance, counseling, and instruction to employees on both administrative procedures and complex matters.
-Experience managing a strategic planning initiative.
-Experience overseeing an organization's media and communications engagement.
-Experience providing briefings and drafting reports for Congress.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

Ability to adjust to change, work pressures, or difficult situations without undue stress;
