This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Office of Performance and Personnel Management. As the Deputy Associate Director for Performance and Personnel Management, this position is responsible for serving as the principal career advisor on management functions and improving mission delivery and results in the Federal government.

Duties

This position is in the Senior Executive Service (SES), a group of top government leaders. As an executive, you will influence the direction of innovation and transformation of the federal government, and lead the next generation of public servants. This position directs the work of senior executive and expert staff positions as well as cross-agency initiatives. As a Deputy Associate Director for Performance and Personnel Management, some of your typical work assignments may include: Lead efforts to improve the outcomes of Federal programs and reform initiatives. Advise on critical management functions and improving mission delivery, which may include implementing performance management tools, improving customer experience, strengthening the Federal workforce, utilizing evidence, and Federal permitting activities. Identify opportunities to improve Federal policies, organization, and programs, and advise on development of President's Budget in portfolio areas of responsibility. Oversee and advise on the formulation and implementation of the President's Management Agenda (PMA), which defines Government-wide management priorities for all Federal agencies to improve how the Government operates, performs, and delivers results for Americans. Provides direction to GSA's Office of Shared Solutions and Performance Improvement. Lead collaborative efforts to build Federal capacity to deliver results. Manage stakeholders across the OMB and the Executive Office of the President (EOP), and Federal agencies to promote understanding and implementation of Federal management priorities, including the sharing of leading practices, addressing barriers to change, and optimizing the use of common solutions. Lead Communities and Represent the Federal Government. Serve as the senior career representative on numerous Federal management councils on behalf of agency leadership on issues related to management priorities, as well as external forums. Team Leadership and Management. Recruits and manages individuals from within OMB, other agencies, or other organizations that are on assignment, as well as in cross-agency initiatives

Qualifications

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level that demonstrates the ability to perform the duties described above, including progressively responsible supervisory or managerial experience demonstrating the ability to manage people and resources. You must submit a separate narrative statement that addresses each of the Mandatory Technical Qualifications (MTQs) related to this position as well as the Executive Core Qualifications (ECQs) related to all positions in the Senior Executive Service. Your narrative statements should include examples of experience, education, and accomplishments applicable to the qualification. Structure your statements in terms of the action taken, the context or environment in which the action was taken, and the outcome or results from such actions. You should write each statement with the vacancy in mind as all qualifications are directly related to the position being filled. Be sure to include appropriate training and awards when addressing your qualifications. Please limit your narrative statements to two pages per factor. Failure to provide separate narrative statements which describe fully and concisely how your experience meets the competencies described in the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) will eliminate you from consideration. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): MTQs are designed to assess your experience relevant to the specific position requirements. Each MTQ narrative response must: (1) not exceed two pages per narrative statement; (2) include specific examples of your experience, education, and/or accomplishments; and (3) address specific challenges, contexts, actions, and results. Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages. Failure to do so will result in an incomplete application and you will be rated as 'ineligible.' Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs: MTQ 1: Describe your knowledge of and relevant experience in management functions and practices that improve outcomes for the public, such as performance management, improving customer experience, evidence building and use, or strategic workforce planning. Provide a success story of leading such efforts and improving results. MTQ 2: Describe your knowledge of and relevant experience building institutional capacity, or capacity to deliver results (e.g., pursuing management reforms, growing talent, instigating institutional learning, agile implementation, or improving organizational health and performance). Include your experience managing complex stakeholder relationships to build consensus. MTQ 3: Describe your experience acting as advisor or counsel to high level officials, communicating complex policy, management, or technical issues with such senior officials, both orally and in writing, negotiating resolution of such issues under time pressures, and leading teams to develop and apply skills in these areas. MTQ 4: Describe your experience managing crosscutting multi-disciplinary and diverse and inclusive teams in a complex operating environment. Highlight your ability to integrate activities across silos, adapt team efforts to changing priorities and feedback, direct and balance complex assignments concurrently, and navigate through transitions. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification Requirements listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five executive core qualifications. The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages. Note: If you are a member of the SES, have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certificate of Completion of SESCDP) of your eligibility for appointment to the SES. There are five ECQs: ECQ 1: Leading Change - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Leadership Competencies: Creativity & Innovation, External Awareness, Flexibility, Resilience, Strategic Thinking, Vision ECQ 2: Leading People - This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Leadership Competencies: Conflict Management, Leveraging Diversity, Developing Others, Team Building ECQ 3: Results Driven - This core qualification involves the ability to meet organization goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, Technical Credibility ECQ 4: Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically. Leadership Competencies: Financial Management, Human Capital Management, Technology Management ECQ 5: Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating If you do not submit a separate statement addressing the ECQs and MTQs, you will not receive consideration for the position.
