About the Position: This position is located with the 404th Army Field Support Brigade, Log Readiness Center, Transportation Division, Natick, MA. This position may be filled as a term appointment NTE 13 months and is Obligated. See 'Additional Information' section for further guidance.

Duties

Serves as Chief, Personal Property and Passenger/Personnel Movements Branch. Responsible for planning and directing overall traffic management program for personal property and personnel movements; programs. Preparing and coordinating the execution and implementation of the Personal Property and Passenger Travel Branch programming, budgeting, fiscal policy, and management analysis Using automated travel systems to administer mission-essential scheduling of military aircraft as well as needed commercial flights to fulfill transportation requirements. Reviewing travel orders to determine validity and proper funding citations. Overseeing the inspection of carriers/contractors during preparation and loading of household goods. Conducting surveillance audits of Commercial Travel Office operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to possess or Obtain and Maintain a Tier 3 (Secret) security investigation.
  • This position may be designated as mission-essential and subject to recall to duty in times of emergency to perform time-sensitive, mission-critical which may requires the employee to work evenings, weekends, and/or holidays and overtime.
  • This position requires the incumbent to travel (TDY) up to 10% of the time.
  • This position requires the incumbent to satisfactorily complete COR instruction/training classes determined appropriate and within identified time period by supervisor and contracting officials.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes: 1) administering a traffic management program; 2) operating a transport or traffic system to move an organization's personnel, freight, and/or other commodities; 3) conducting surveys and/or studies of traffic management functions, methods, and procedures; and 4) experience as a lead or supervisor of a team. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09) OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCustomer ServicePlanning and EvaluatingProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
