This position is located on USDA Forest Service, National Technology and Development Program. Supervises a highly technical staff of multi-disciplinary project managers and support staff. Assigns project work, manages program budgets, facilitates project management, and serves as a member of NTDP Leadership team. Manages projects related to wildland firefighting and fire aviation equipment; primarily on smokejumper and rappelling equipment, PPE, and ground/aerial ignition equipment.
Duties
Duties listed are at full performance grade GS-13 level.
Coordinates Washington Office (WO) Fire and Aviation Management staff unit directives and Forest Service field unit needs with NTDP capabilities to achieve responsive and cost-effective problem-solving meeting the Chief's goals and objectives.
Serves as a technical advisor and multidisciplinary advisor to NTDP, WO, and field personnel; as a supervisor and project advisor to NTDP project managers and support staff; and as a multidisciplinary project team leader.
Prepares or assembles detailed project briefing materials and cost estimates to form program of work that is responsive to FAM sponsor direction and funding.
Assesses project manager's charters and plans, schedules and capabilities; formulates optimum approaches; monitors progress through reviewing schedules, status reports, and design materials; solves priority and workload problems.
Applies the systematic application of scientific knowledge to create new or substantially improved equipment, systems, materials, processes, techniques and procedures.
Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit's work.
Requirements

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
- Minimum of 90 days of wildland firefighting experience is required.

Specialized Experience Requirement:
For the GS-12: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service. Examples of specialized experience include Serving as a project manager or assistant in projects related to wildland fire protective clothing and equipment; wildland firefighting accessories; smokejumper and helicopter rappel accessories and operations; firefighter health and safety issues; FAM equipment specifications and standards, and biomass reduction and fuel treatments. Serving as a technical advisor related to the application of technology in solving fire, aviation, and residues problems. Assisting with development of project-oriented tasks including detailed estimates, charters, project schedules, project plans, status reports, procurement plans, documentation plans, and reports.
For the GS-13: Applicants must have one year of specialized experience equivalent to at least to the (GS-12) grade level in the Federal Service. Examples of specialized experience include Serving as a project manager, and/or multidisciplinary team leader or member in projects related to wildland fire protective clothing and equipment; wildland firefighting accessories; smokejumper accessories and operations; helicopter rappel operations; firefighter health and safety issues; ground and aerial ignition systems; FAM equipment specifications and standards, spark arrestor certification, engine specifications and testing; mobile fire equipment specifications; and biomass reduction and fuel treatments. Serving as a technical advisor related to the application of technology in solving fire, aviation, and residues problems. Coordinating project-oriented tasks including detailed estimates, charters, project schedules, project plans, status reports, procurement plans, documentation plans, benefit analyses, and reports.
Selective Placement Factors:
A minimum 90-day experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume.

FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.
