This position is located in the Office of Tariff Affairs & Trade Agreements at the U.S. International Trade Commission (USITC), serving as an International Trade Analyst (Nomenclature) working in the area of domestic nomenclature and/or trade agreement matters involving specific products imported into the United States, including analysis of all legal and non-legal changes, ensuring that the Harmonized Tariff Schedule of the United States (HTS) is accurate for the products assigned.
Duties
Serves as the office expert on international and domestic nomenclature and/or trade agreement matters.
Reviews, analyzes, and recommends proposals for the creation, revision and modification of U.S. and international commodity classification and nomenclature systems.
Identifies issues with the relationship between the domestic systems and principal international commodity classification systems such as the Standard International Trade Classification (SITC).
Provides nomenclature expertise to Commission personnel in the preparation and review of commodity-oriented trade digests, industry and trade summaries and sector analyses and assists in investigations.

To qualify for the International Trade Analyst (Nomenclature) position, applicants must have at least one year (52 weeks) of full-time experience equivalent to the next lower grade level in the Federal service (or comparable level of experience from outside the Federal service) to meet the specialized experience requirements.
To qualify for the International Trade Analyst (Nomenclature), GS-12, applicants must possess one year of specialized experience equivalent to the GS-11 grade level in the Federal Service that includes: 1) Utilizing national and international product nomenclature systems for the process of classifying goods and interpreting rules of origin for customs purposes; and 2) Recommending improvements regarding trade practices and serving as an analyst on trade matters.
To qualify for the International Trade Analyst (Nomenclature), GS-13, applicants must possess one year of specialized experience equivalent to the GS-12 grade level in the Federal Service that includes: 1) Utilizing national and international product nomenclature systems for the process of classifying goods and interpreting rules of origin for customs purposes; 2) Recommending improvements regarding trade practices and serving as an analyst on trade matters; and 3) Drafting nomenclature or preparing draft recommendations to describe articles in international trade.
To qualify for the International Trade Analyst (Nomenclature), GS-14, applicants must possess one year of specialized experience equivalent to the GS-13 grade level in the Federal Service that includes: 1) Utilizing national and international product nomenclature systems for the process of classifying goods and interpreting rules of origin for customs purposes; 2) Recommending improvements regarding trade practices and serving as an analyst on trade matters; 3) Drafting nomenclature or preparing draft recommendations to describe articles in international trade; and 4) Implementing required changes to assigned Harmonized Tariff Schedule (HTS) as well as the associated Change Record for each update and the HTS History, to maintain compliance with legislation, international agreements, and other legal sources.
Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education in lieu of specialized experience may not be used for this grade level.
