The primary purpose of this position is to to prepare, arrange, preserve, scan, disseminate, and maintain historical records and related material stored in the Agency for archival retention and distribution to users.

Duties

Applies archival and records management principles to paper and digitized documents. Prepare, preserve, digitize and rebind documents to yield 3,000,000 pages and 30,000 documents (classified and unclassified) per Fiscal Year. Sets up and operates classified and unclassified high speed scanner systems, audio to digital conversion systems, and other related equipment to provide electronic documents of histories from various formats. Utilizes sophisticated software packages and routines of Electronic Document Management System (EDMS) to assist in the production of microfilm from electronic documents which include printed text, charts, tables, graphs, photographs, etc. Fills approved requests for analog and electronic documents or microfilm copies to be sent to National Archives, Headquarters governmental agencies, private individuals and automated archives and libraries. Reviews approved orders for electronic documents or film requests. Determines corresponding materials to be retrieved for duplication, processing, and editing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-05 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes serving as a point of contact for complex research requests and applying numerous established practices to reply to a variety of requests for information; providing reference services for a large and varied clientele by using manual and automated reference tools; searching internal and external databases to resolve difficult identification problems researching identified documents, technical reports, microfilm, and/or data, based on written request. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of archival systems to include printed guides and indexes and on-line automated retrieval systems. 2. Knowledge of and ability to apply procedures, requirements, regulations, and policies related to digitization techniques used to convert paper to electronic and microfilm files. Includes knowledge of light, time, temperature, formatting, and resolution requirements in the operation of scanner and camera equipment. 3. Knowledge of principles and procedures to retrieve, prepare, rebind, and reshelf documents to scan, to set up, operate, and maintain paper scanners, film scanners, personal computers, and optical character recognition systems and protection methods used for historical documents and storage methods. 4. Knowledge of the methods, procedures, and techniques used to assist researchers and staff members in locating and retrieving documents, microfilm, audio tapes and other archival materials. 5. Knowledge of data retrieval techniques and techniques to convert paper and microfilmed files to electronic format. 6. Ability to operate general office equipment, such as personal computers, printers, fax machines, microfilm readers, copiers, etc. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
