DCSA's Adjudication and Vetting Services (AVS) is looking for a Senior Personnel Security Specialist to be responsible for managing and coordinating DCSA's enterprise and AVS cross-functional information technology (IT) related activities and initiatives that affect the AVS mission and workforce. Duties

This position in Adjudication and Vetting Services (AVS), an office within the Defense Counterintelligence and Security Agency (DCSA), Department of Defense (DoD). Continuous Evaluation (CE) is defined as reviewing the background of an individual who has been determined to be eligible for access to classified information (including additional or new checks of commercial databases, Government databases, and other information lawfully available to security officials) at any time during the period of eligibility to determine whether that individual continues to meet the requirements for eligibility for access to classified information. CE will provide an enterprise-level capability for vetting process to review the background of an individual who has been determined to be eligible for access to classified information or to hold a sensitive position at any time during the period of eligibility. Responsibilities As a SENIOR PERSONNEL SECURITY SPECIALIST you will be responsible for the following duties: - Managing multiple Continuous Vetting (CV) focused Personnel Security projects; drawing conclusions and making decisions based on the review, and evaluation of data from those projects, and communicating the data and decisions to all levels of the organization. - Reviewing and evaluating adverse information received for Federal civilians, cleared contractors and service members and submit detailed requests for additional investigation when a favorable security determination cannot be made based upon the information received. - Reviewing and evaluating the adequacy and efficiency of CV operations to provide prompt and effective security clearance service. - Keeping the Branch Chief advised concerning the status of all functional areas within your area of expertise. - Performing short- and long-range planning, completing work assignments and adjustments as necessary to accomplish the mission of the office. - Planning, organizing, designing, and carrying out analyses and evaluations of Continuous Evaluation and Personnel Security processes as it relates to security clearances. - Analyzing policies, processes, and operations of the Branch to determine areas where enhancements, improvements, modifications or other changes may improve systems or programs as they interrelate with each other. - Developing and proposing new policies and processes.

  • Incumbent is required to attain the Security Fundamentals Professional Certification (SFPC) within two (2) years of entry on duty. Certification must be maintained in accordance with program rules.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Leading personnel security projects relating to continuous vetting/adjudications, working with a diverse team related to process improvements. Utilizing a variety of personnel security support systems to receive alert information, conduct identity resolution, determine if alerts meet established business rule criteria and coordinate adjudicative-relevant and actionable alert information throughout the evaluation and vetting process. Identifying problems, determining the accuracy and relevance of information, and using sound judgment to generate recommendations. Communicating orally and/or in writing such as providing briefings or updates to standard operating procedures. Specifically you will be evaluated on the following competencies: 1. Security Program Management: Manage security equities (e.g., strategic, personnel, infrastructure, policy enforcement, emergency planning, and other resources) for a program or other area of responsibility. 3. Decision Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. 4. Communication: Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals. 5. Self-Management: Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.
