DCSA's Adjudication and Vetting Services (AVS) is looking for a Branch Chief for Continuous Vetting to address the multidisciplinary security fields of investigation, adjudication, information assurance, and related subject matter areas as they pertain to personnel security and Continuous Vetting. Duties

As a SUPERVISORY PERSONNEL SECURITY SPECIALIST you will be responsible for the following duties:

  • Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
  • If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
  • Incumbent is required to attain the Security Fundamentals Professional Certification (SFPC) within two (2) years of entry on duty. Certification must be maintained in accordance with program rules.

Qualifications

See: Security Administration Series 0080 (opm.gov) for OPM qualification standards, competencies and specialized experience needed to perform the duties of the position as described in the MAJOR DUTIES and QUALIFICATIONS sections of this announcement by 11/04/2024 Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Leading teams of personnel security specialists (continuous vetting (CV) analysts, adjudicators, etc.) to accomplish priorities and objectives in a production driven environment; developing personnel and/or serve as a mentor, providing guidance/training on both personnel security related processes and employee development; analyzing data (case inventory, productivity measurements, manpower assessments, etc.) in order to manage part of the CV portfolio and develop, recommend, and/or implement process improvements; and providing briefings to government and industry officials on CV processes. Specifically you will be evaluated on the following competencies: 1. Leadership- Inspires, motivates and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. 2. Personnel Security - Apply personnel security principles and methods to process initial investigations, clearances, periodic re-investigations, and clearance upgrades/downgrades, suspension, revocations, terminations, reinstatements and to complete the adjudication, and appeals processes. Evaluate internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements. Analyze and report on clearance and appeals findings to senior security officials and makes appropriate notifications. 3. Customer Service - Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement. 4. Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems and chooses courses of action that balance the interests of the mission and stakeholders. 5. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Substitution of education may not be used in lieu of specialized experience for this grade level.
