This position is located within Fleet and Family Readiness Program, Mid-Atlantic Fleet and Family Support Program (FFSP). The position is that of a Work and Family Life (WFL) Specialist. The FFSP is the Navy's primary agency for the delivery of an array of human services programs intended to enhance the stability and self-sufficiency of individuals and families, resulting in increased operational readiness.

Duties

Incumbent serves as a non-clinical consultant on a wide variety of work and family life issues and concerns. Interviews, assesses clients' needs and concerns, such as relocation, career resource development, deployment, and personal financial issues. Evaluates and interprets data received from interviews. Identifies and clarifies issues/concerns and determines appropriate referrals either within FFSC or civilian/military community. Assists clients in prioritizing issues and developing plans and goals that are tailored to specific needs and concerns. Provides advice, guidance and additional referral options to clients. Monitors and tracks each case to evaluate and ensure customer service and client satisfaction. Periodically reviews cases with Regional WFL/Education Program Manager or FFSC Site Manager, recommending and carrying out appropriate actions to resolve concerns. Establishes, develops, implements, monitors and coordinates work and family life services and activities, to include Information and Referral services. Establishes objectives, procedures and plans that meet both long- and short-range goals. Using interview data and changing demographics, conducts needs assessments to address programmatic changes. Identifies and analyzes local and national trends and issues, and ensures local services are adjusted to accommodate trends/issues identified. Creates and implements procedures to monitor, track, and document service effectiveness and success. Develops referral policies and procedures between the FFSC, the base, military, and civilian agencies, and prepares memoranda of understanding to formalize agreements and roles. Maintains close liaison with on and off base agencies, establishments, advisory councils, and special emphasis groups. Gathers data, compiles statistics, and reports information to WFL Manager or FFSC Sire Manager for use at installation, regional and DoD levels. Provides guidance and training to other FFSC personnel engaged in related activities to ensure comprehensive service and assistance are offered. Reports progress and makes recommendations of program planning, agency coordination, and follow-up procedures to the WFL Manager or FFSC Site Manager. Maintains close liaison with on and off base agencies, establishments, advisory councils, and special emphasis groups.

Requirements

  • Must pass all applicable records and background check.

  • Must possess and maintain a current state driver's license, as travel may be required in the performance of duties (10%).
  • This position is non-critical/sensitive. Incumbent must be able to obtain and maintain a Secret Clearance

Qualifications

KNOWLEDGE REQUIRED BY THE POSITION Knowledge of social services delivery systems and concepts, principles, and theories relating to one or more of the social or behavioral science fields to assess needs and concerns of clients and understand how social or behavioral patterns or attitudes impact and affect work and family life issues. Must have skill in conducting interviews to establish the nature and extent of concerns and issues, provided assistance in developing goals and plans, and determine appropriate referral services and options. Skill in establishing and maintaining effective working relationships using tact and diplomacy in interacting with Commands, individuals, families, military, and community agencies, and FFSC staff. Skill in working with social service delivery systems in the military and civilian community and gaining knowledge of individual agencies' policies and procedures and establishing agreements. Skill in using various computer software database, spreadsheet, word processing, and network programs such as Internet, Word, Excel, PowerPoint, and other FFSC databases. Ability to collect, evaluate and disseminate information and assess strengths, weaknesses, and needs of serviced population to establish program goals, objectives, and procedures. Ability to communicate effectively, both orally and in writing.
