STEM position(s) are being filled through the Office of Personnel Management's delegated Direct Hire Authority, open to all U.S. citizens. Selections made under this bulletin will be processed as new appointments to the civil service. Current civil service employees would, therefore, be given new appointments to the civil service. Under the provisions of the Direct Hire Authority, Veterans Preference and the "Rule of Three" do not apply.

Duties

This announcement serves as public notice. Applications submitted be placed into a pool and will remain on file for selection as positions become available. Vacancies may be filled for up to 6 months after the closing date of this announcement. Applicants may not receive notifications of referral status until the full 6-month eligibility period has elapsed. Applications may be gathered from additional recruitment sources. These will be added to the pool created by this announcement. Contributes to the sustainment of a variety of agency performance management and improvement initiatives related to the Government Performance and Results Modernization Act (GPRA) of 2010, and other pertinent laws, regulations, and agency policies. Research, plans, and implements a variety of projects and mathematical/statistical studies involving the compilation and analysis of administrative and operational data. Develops aspects of survey and sample designs by providing insight, information, and measurements. Collaborates with higher-graded analysts in the development, construction, and maintenance of large sample databases as it applies to mathematical analysis for use in management evaluation of internal operating procedures and... [Cont'd]... measures of effectiveness of program policies and procedures. Creates optimum sample designs for major current surveys and projects, making basic assumptions and developing the statistical methods aspects, such as investigation of variances, biases, sample sizes, and cost and time factors. Explores and utilizes new and complex mathematical/statistical techniques. Establishes and adapts methods and techniques for subject matter specialists. Contributes to research reports, technical papers, guidelines, and instructions to provide information and direction to all interested parties. Participates in the preparation of responses to inquiries from top-level management, Congressional committees, Office of Management and Budget, General Accounting Office, and... [Cont'd]... other pertinent organizations and agencies related to performance management. Participates in the preparation of instructions and technical guidelines for use by statisticians and others in understanding and applying recommended techniques. Collaborates with a variety of offices on the analysis, assessment, planning, and reporting of shared efforts, such as budget justification, risk management, SSA program evaluation, and other data analytics-related activities.

Such experience includes: A) research, analyze, interpret, evaluate, and perform difficult, but well precedented assignments; B) learn techniques and gain knowledge through either job experience and/or extended professional training (e.g., relevant graduate study) that supplements technical understanding; C) conduct analytical investigations using scientific methodology and problem solving. A Master's or equivalent graduate degree OR have completed 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, in a field that provided the knowledge, skills, and abilities to do the work of the position. NOTE: Transcripts are required to substantiate claimed education. When combined, graduate education and experience totaling 100% of the above requirements. To qualify at the GS-11 level, you must have one of the following: At least 52 weeks of specialized experience at the GS-9, or equivalent, which is in or related to the work of the position to be filled which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes A) select and modify appropriate methods of operation, analyze, and interpret results, and prepare reports; B) apply modeling techniques and procedures; C) write statistical computer programs. A Ph.D. or equivalent doctoral degree OR have completed 3 full years of progressively higher level graduate education leading to such a degree in a field that provided the knowledge, skills, and abilities to do the work of the position. NOTE: Transcripts are required to substantiate claimed education. When combined, graduate education and experience totaling 100% of the above requirements. To qualify at the GS-12 level, you must have the following: At least 52 weeks of specialized experience at the GS-11, or equivalent, which is in or related to the work of the position to be filled which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes A) Gathering and evaluating data and information, using artificial intelligence tools to oversee the collection, procurement, storage, management, quality, and protection of data; B) designing, using, or maintaining databases and software applications, such as artificial intelligence tools to establish long-range objectives and specify the strategies to accomplish organizational goals; and; C) preparing research reports, technical papers, guidelines, or instructions for technical and non-technical audiences. Additionally, applicants must meet the following Individual Occupational Requirement (IOR): A degree that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. OR A combination of education and experience. Note: Courses must be equivalent to a major field of study and include at least 24 semester hours of mathematics and statistics, including at least 12 semester hours in mathematics and 6 semester hours in statistics as shown in option 1 above, plus appropriate experience or additional education. You must submit transcripts to substantiate any claimed education.

Providing Proof of Education

To satisfy the educational requirement, submit a copy of your transcripts that includes your name, the name of the educational institution, course title(s), number of credits, grade, and date of completion. Unofficial transcripts or screenshots of electronic/web transcripts with the required information will be accepted at the time of application. Foreign Education: If your transcripts show education completed in foreign colleges or universities, you must also provide documentation that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in a conventional/accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information cannot be obtained from your school, we will consider 18 semester/27 quarter hours to be equal to one year of full-time study.
