This position is located in the Methodology Division for the National Agricultural Statistics Service (NASS) in Washington DC.
In this position, you will serve as the Chief of the Summary, Estimation & Disclosure Methodology Branch.
Duties
Advises and counsels the Director, Associate Administrator, and the Administrator on matters relating to new or modified methodology policies and programs that affect or relate to the functions and activities of the Branch.
Plans, directs, and coordinates the implementation and execution of approved policies, programs, and activities of the Branch.
Provides leadership and coordination in the review and evaluation of Division operations with respect to statistical methods and techniques to appraise effectiveness and determine deficiencies.
Provides leadership on methodological research using mathematical and statistical techniques and methods based on the appropriate theoretical foundation necessary to meet the needs of each project.
Provides statistical methodological support to Regional and State Offices in accordance with approved Agency policies.
Provides advice, exchange information, and resolve problems pertaining to the application of new and improved statistical methods.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level).
Basic Requirements
A. Degree: that includes 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.
OR
B. Combination of education and experience: at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.
Evaluation of Education: Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing leadership on methodological research using mathematical and statistical techniques and methods, conducting data analysis for surveys to improve quality or efficiency, identifying and communicating data application concerns to a broad audience, and reviewing statistical data.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
