This position is located in the Department of Housing and Urban Development, Office of the Secretary of Housing and Urban Development.

Duties

As a Deputy Executive Secretary, you will: Serve as the Deputy to the Director of the Executive Secretariat and act as the agency's authority on directives management policies, regulations, and requirements, and advise organizations throughout the Department of policy decisions and procedural changes related to executive correspondence and directives administration. Provide expert leadership for the Departmental Directives Management Program; Ensure department-wide consistency in the establishment of policies, practices, and procedures; Oversee Departmental correspondence and directives training; Ensure the timely processing of congressional and White House executive correspondence; Serve as the Records Management Officer for the executive offices ensuring compliance with NARA and internal policies as it relates to records retention and disposition. Be responsible for the management of the office, the supervision of its staff, and the fulfillment of its goals and objectives. Serve as Acting Executive Secretary in the absence of the Executive Secretary. Serve as a liaison between the Executive Secretariat and others within and outside the Department regarding policy-level matters for the Secretary and Deputy Secretary. In such a capacity, he/she must be able to secure the trust and confidence of other key policy officials of the Department, both career and non-career, which is necessary in handling highly sensitive and confidential matters, as well as more routine matters.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: Assisting in developing and implementing management strategies, policies, and procedures to improve the overall management of an organization; AND Planning and conducting functional area reviews, analyzing findings, and addressing a range of business process improvements or management issues; AND Providing leadership, direction, and coordination of a team's daily operating activities in support of the organization's directives and goals. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
