The incumbent serves as the Deputy Chief for the Retirement and Employee Benefits Branch (REBB) and shares all phases of work performed with the Branch Chief. The REBB provides comprehensive programs for benefits management and services. As such, the incumbent is responsible to provide leadership, supervision and direction to the REBB staff.

Duties

Develops work projects, assigns tasks, and reviews and evaluates the work of supervisory staff. Provides advice, guidance, and technical assistance as required on issues related to work assignments, and general goals of the OHR and NIH. Approves leave and ensures proper coverage of the REBB programs at all times. Resolves complaints, deals with staff personnel matters, and effects disciplinary measure as necessary and appropriate. Handles all personnel matters involving the REBB including recruitment, promotions, reassignments, etc. Exercises responsibility for planning, allocating and directing the work of REBB employees, and for developing both short and long-range work plans for all major program entities within the REBB. Allocates REBB resources, both budget and human resources. Justifies spending within the REBB and is responsible for adhering to budgetary constraints. Develops work methods to use available resources most efficiently. Evaluates the work of employees, both officially through the employee Performance Management System, and unofficially through regular discussions and continuous feedback. As a Senior Adviser for all managers and employees NIH-wide, oversees and manages benefits, retirement processing and retirement counseling. The incumbent provides technical advice and guidance and exhibits a confidential relationship with those contacted due to the sensitive nature of benefits, retirement, and compensation cases, as well as the dissemination of information throughout the NIH that may affect employees at all levels.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

  • Males born after December 31, 1959 must be registered with the Selective Service.

Qualifications

In order to qualify for a Supervisory Human Resources Specialist (Employee Benefits), GS-0201 at the GS-14 level, you must have 1 year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: serving as a technical expert on federal employee benefit program entitlements and services that includes retirement, benefits training, and counseling services; reviewing and developing employee benefit program policies, procedures and guidelines for organizational use; applying employee benefit practices, policies, laws and regulations in order to research and resolve employee benefits issues and problems; providing direct benefit and entitlement counseling to employees and their survivors.
