The primary purpose of this position is to manage, support and liaise a variety of administrative programs for the Warner Robins Logistics Complex (WR-ALC) supervisors and employees to include but not limited to, Light Duty, Injury Compensation, Non-Work-Related Illness/Injury and Reasonable Accommodation.

Duties

Employee serves as primary for managing and overseeing Light Duty cases. Serves as the WR-ALC point of contact for Light Duty (LD) Programs. Presents briefings and visual presentations. Participates in special studies and projects as they become known or as related to assigned programs. Works to achieve and support quality improvement in all products and services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series 0343. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. Knowledge of the operations, products, services, needs, and goals of the program(s) and the organizations studied or served and related customers, functions, resources, and users. Knowledge of pertinent laws, regulations, policies, and precedents, which affect the use of program and related support resources in the area studied. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Knowledge of security, safety, fire, health and environment requirements and guidelines. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as [insert applicable field(s) of study]. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. 2. Knowledge of the operations, products, services, needs, and goals of the program(s) and the organizations studied or served and related customers, functions, resources, and users. 3. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. 4. Ability to develop and utilize appropriate data collection techniques. 5. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. 6. Ability to plan, organize and meet deadlines. 7. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. 8. Ability to access or locate information using a personal computer and software programs. 9. Ability to apply principles and tools in managing, sustaining, and improving work processes, safety, security and health principles, practices, and procedures and to understand and apply internal management procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Work is primarily sedentary, such as sitting comfortably. There may be some walking, standing, bending, and carrying oflight items. Work Environment: The work is typically performed in an adequately lighted and climate-controlled office.
