You will serve as a SUPERVISORY PROGRAM MANAGER (DIRECTOR) in the NAVY INTERNATIONAL PROGRAMS OFFICE (NAVY IPO) of NIPO FMS FIELD OFFICE.

Duties

You will develop, plan, promulgate, and interpret Department of Defense (DOD), Department of Navy (DON), and Navy IPO program policy and guidance. You will acquire, develop, and manage staff and supporting resources including planning, organizing and delegating work. You will design and implement security assistance programs which support mission requirements and customer needs. You will establish program goals and objectives; develop resource estimates; and determine resource allocations for assigned programs. You will analyze, coordinate, and recommend proposals and revisions to DOD, DON and Navy IPO strategies, plans, initiatives and policies for assigned programs.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 or GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience in accessing and providing strategic direction for resolution regarding foreign military sales, leases, grants and weapons transfer initiatives under the Security Assistance program. - Experience in developing plans formulating goals and methods of evaluation and interpreting. - Experience in developing plans and programs; providing guidance in areas of security assistance, technology security in support of Navy International Programs Office (Navy IPO) and the Assistant Secretary of the Navy (Research, Development & Acquisition) (ASN (RD&A)). - Experience implementing strategic plans within and across organizational components (i.e. Congressional, State, and OSD).
