Duties
Serve as the Personnel Security Manager and point of contact (POC) of a major Medical Treatment Facility (MTF) or Medical Center (MC) Personnel Security Program.
Responsible for the overall administration and control of the Personnel Security Program to include all actions pertaining to and concerning US security clearances in accordance with DHA and Department of Defense (DoD) Policy.
Ensure adherence to procedural requirements for processing security clearances.
Recommend command personnel security policies, directives, and implementing guidance.
Establish and maintain security and accountability of classified material.
Maintain all cleared personnel and ensure that periodic reinvestigations are coordinated as required.
Evaluate security clearances for personnel transferred from other activities and initiates periodic reviews.
Provide guidance for the issuance of all types of personnel security clearances as well as special category clearances.
Prepare formal requests for suspension for denial of security clearances for approval by the Department of Defense Central Adjudication Facility (DoDCAF).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access. A pre-employment and recurring comprehensive background investigations are required.
- This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.

Specialized Experience: One year of specialized experience which includes reviewing and processing requests for security clearances and special accesses using Personnel Security Systems (PERSEC) such as Defense Information System for Security (DISS), Central Verification System (CVS), and/or National Background Investigation Services (NBIS) to determine suitability and security of individuals for entry and retention in sensitive and non-sensitive positions; interpreting personnel security program policies and procedures within the agency or organization; preparing detailed written adjudicative analysis, citing applicable provisions of suitability guidance. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
