YOU WILL SERVE AS A MATERIALS OR CHEMICAL ENGINEER OR A CHEMIST IN THE RESEARCH & ENGINEERING GROUP AIR VEHICLE ENGINEERING DEPARTMENT, MATERIALS ENGINEERING DIVISION AB23600, CORROSION PREVENTION AND CONTROL OF NAVAIRWARCENAC DIV.

Duties

You will exercise exceptional scientific and engineering judgment conceiving, planning, and managing complex, and pioneering work. You will routinely represent the Naval Air Systems Command as an expert in CPC materials and processes at meetings and conferences with contractors and other Government activities. You will be responsible for program level risk assessment of CPC materials related items and advises local management of the program status on a regular basis. You will maintain knowledge and insight into the critical risk areas of all programs supported by the competency and has considerable influence on the developmental program. You will serve as a technical specialist concerned with solving major problems for which little or no guidelines exist, and for establishing policy and standards for operating personnel. You will resolve conflict and provide technical authority concerning changes in technical approach and program objectives. You will participate in the NAVAIR airworthiness process and be responsible for reviewing and approving flight clearances.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or pay band DP-04 in the Federal service or equivalent experience in the private or public sector as a professional MATERIAL ENGINEER, CHEMICAL ENGINEER, OR CHEMIST. Specialized experience must demonstrate the following: 1) Serve as the technical expert in corrosion protection and control (CPC) materials and processes; 2) Knowledge of the mechanical and physical properties of nonmetallic materials (plastics, adhesives, paints, coatings, encapsulants, polymeric binders, insulators, ablators, ceramics, grease, lubricants, sealants, composite materials, glasses, high-temperature materials, rubber, solvents, organic and nonorganic fibers, paper, etc.,) employed in advanced aircraft, missiles, weapons, and engineering test equipment; 3) Studies the behavior of such materials in design applications during processing and under environmental conditions; 4) Studies the of physical properties including such specialized areas as viscoelastic testing of materials, flow characteristics of liquids, evaluation of protective coatings, environmental corrosion, studies of phase changes as a function of temperature (liquid-solid, crystal-crystal, glass transition, etc.), high-temperature response of the material's chemical structure; 5) Conduct specialized testing or conducting failure analyses of the materials, and frequently provide advice and assistance to design engineers throughout NAVAIR and to outside commercial contractors. FOR 800 SERIES:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

FOR 1320 SERIES:

Successful completion of a bachelor's degree or higher in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
