You will serve as a INTERDISCIPLIANRY ENGINEER in the MATERIALS ENGINEERING DIVISION, CORROSION PREVENTION AND CONTROL BRANCH of NAVAIRWARCENAC DIV.

Duties

You will exercise exceptional scientific and engineering judgment conceiving, planning, and managing complex, and pioneering work. You will be an expert consultant in Materials Engineering and Technology throughout the national team, department of the Navy, Department of Defense and other government agencies. You will routinely represent the Naval Air Systems Command as an expert in CPC materials and processes at meetings and conferences with contractors and other Government activities. You will be responsible for program level risk assessment of CPC materials related items and advises local management of the program status on a regular basis. You will maintain knowledge and insight into the critical risk areas of all programs supported by the competency and has considerable influence on the developmental program. You will be a technical specialist concerned with solving major problems for which little or no guidelines exist, and for establishing policy and standards for operating personnel. You will provide leadership, technical direction, financial management and oversight to teams, which he/she leads. You will resolve conflict and provide technical authority concerning changes in technical approach and program objectives. You will participate in the NAVAIR airworthiness process and be responsible for reviewing and approving flight clearances.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge, development, usage, and application of airworthiness products outlined in the NAVAIR Airworthiness Policy NAVAIRINST 13034.1G; 2) Coordinating and/or assigning work assignments to subordinates based on organizational priorities, difficulty and requirements of assignments, and/or capabilities of employees; 3) Identifying resource requirements and developing funding plans to support current and future program needs; 4) Providing technical leadership, training, and guidance to subordinates, contractors, and/or integrated program team members; 5) Applying knowledge of the theories, concepts, principles, and practices of all aspects of corrosion prevention and control systems for assigned programs; 6) Providing guidance on corrosion maintenance planning and sustainment issues; and 7) Prepare briefs and communicate corrosion related risk/issues/opportunities and provide corrosion engineering judgement to senior leadership. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
