This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner.
Duties
As a Senior Housing Policy Specialist, you will:
Advise the Director regarding issues or problems with existing policy that hinder effective asset management.
Represent the Program Administration Office (PAO) in meetings held within Housing, across HUD, and with outside parties and stakeholders, providing authoritative guidance on the activities under the incumbent's purview.
Initiate and prepare complex responses to Multifamily housing program inquiries and prepare correspondence that is consistent with regulations, handbooks and reports in use by Headquarters, field offices, and the general public.
Initiate, develop, implement, review, and monitor the effectiveness of Multifamily asset management programs and policies.
Prepare comprehensive reports concerning the effectiveness of asset management programs, which may include responses to program audits.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: Specialized experience for the GS-14 grade level is defined as one year of experience at the GS-13 grade level, or equivalent, which is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as experience in ALL of the following:
Advising management regarding issues with existing policy that hinder effective asset management; AND
Initiating, developing, implementing, reviewing, and monitoring the effectiveness of asset management programs and policies; AND
Initiating and developing various affordable housing asset management curriculum, training materials, and lecture outlines, and conducting formal training programs.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
