The primary purpose of this position is to administratively support the Engineering Service Program as well as the Chief, Engineering Service. This position manages the administrative operations of the service.
Duties
Scope of duties include:
Provide accurate and reliable advice on a wide range of administrative functions as these apply to the VA, either as a personal advisory service to the Chiefs and by directing (or obtaining services of) specialists, technicians, and clerical support positions in delivering services to management and employees of the VA.
As a member of the management team, plans, analyzes and monitors the formulation and development of VA-wide plans, programs, procedures, operating policies, internal controls and program goals.
Authoritative source for guidance and assumes the lead role in developing, documenting and publicizing policy and procedural issuances that govern management of the VA, ensuring that administrative needs are appropriately included.
Initiates administrative studies on the basis of his/her own assessment of need to assess the effectiveness of VA's operations, develop new programs, improve effectiveness, resolve problems, and other management actions that impact the VA's mission.
Responsible for keeping the VA's revenues and spending in balance through sound advice and supervision of the staff of the Administration dedicated to budget and financial management on a day to day basis.
Participates as a full member of the VA leadership team in formulating and annually updating program management plans and associated budgets.
Oversees and directs the budget and financial management staff in preparing, consolidating, and submitting budget estimates and justifications for all VA programs.
Directs the budget and financial management staff in establishing or modifying account structures, tracking expenditures and obligations, and continuously reviewing accounts to be able to alert managers to problems.
Oversees the following Administrative Service functions: Payroll and Timekeeping, Bills of Collection, Payment of Invoices, Internal Controls and Audits, Travel Services, Human Resources Management, Acquisition and Property Management, Agreements, and Information Management.
Provides administrative and technical supervision/direction of the management/administration staff of the Medical Center Engineering Department.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/14/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-09 Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge and/or professional experience in the principles and techniques of strategic planning and analysis, and an understanding
Skill in planning, collecting, analyzing, organizing, developing, coordinating, integrating, and interpreting a wide variety of data and reporting results in a concise, usable manner.
Knowledge of basic human resources laws, principles, and procedures sufficient to prepare personnel action requests and respond to basic employee inquiries.
Knowledge of the capabilities, operating characteristics, and advanced functions of a variety of types of office automation software (e.g., MS Word, PowerPoint, Excel, Outlook, Skype, VATAS, and VANTS).
Knowledge of correct English grammar, spelling, punctuation and required formats.
Knowledge of various office management practices and procedures to perform record keeping, filing, office equipment operations and correspondence control.
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level, as described above to qualify at the GS-09 level for the Administrative Officer position.
GS-11 Specialized Experience:

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Most of the work is performed indoors in an office setting. There may be some extended walking through facilities, carrying light items, or driving an automobile. Mentally stressful and taxing situations are frequently present.
