The incumbent serves as the Administrative Officer to the Chief of Safety and Emergency Management Program Service for the Eastern Oklahoma VA Health Care System. Eastern Oklahoma VA Health Care System is an integrated healthcare delivery system committed to providing high-quality, accessible health care to approximately 77,000 eligible Veterans in 25 counties. Eastern Oklahoma VA Health Care System delivers care through 2 VA Medical Centers, 1 Health Care Center and 8 Outpatient Sites of Care.
Duties
Duties include but are not limited to:
Oversees all aspects of human resources functions to include position descriptions, recruitment, employee/labor relations, training and other related activities.
Manages on-line certifications of contracts and labor mapping.
Establishes internal procedures regarding deadlines, progress reports and directives.
Acts as the Contracting Officers Representative (COR) to manages procurement and contracting functions for the department.
Prepares, edits and archives all official correspondence requiring signature or approval.
Provides advice to staff and supervisors regarding human resources procedures, laws, regulations and policies.
Advises supervisors/managers on budgetary and finance issues.
Provides advice to staff on human resources needs.
Executes and monitors balances of fund control points.
Participates in reviewing needs, plans, and goals to develop budget data and justification for review and approval.
Develops space requests and coordinate movement.
Monitors performance, suspense actions and ensures issues are resolved.
Manages budget formulation and execution for a changing budget of administrative expenses.
Gathers data and analyzes budget needs.
Recommends actions to ensure economical and efficient use of equipment and other property.
Evaluates proposals for work.
Prepares detailed procurement requests.
Prepares accurate personnel documentation and personnel actions.
Ensures performance ratings are submitted accordingly with regulatory guidelines.
Assists with the negotiation of business agreements and contracts.
Develops and keeps all position descriptions, and organizational charts current.
Coordinates and conducts audits and inspections.
Maintains procurement and contracting records.
Prepares necessary documents for the accession and de-accession of property.
Interprets administrative policies, developing local polices, defining administrative requirements, and/or providing advice.
Provides input into policies and action plans to ensure compliance with regulatory entities.
Prepares presentation materials related to financial, space, and equipment programs.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 9 position you must have served 52 weeks at the GS 7. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
GS 9 Grade Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interpreting administrative policies, developing implementing local policies, defining administrative requirements, and/or providing advice to top management on related issues; applying new policies, providing advice on requirements; maintaining administrative systems, and preparing administrative paperwork; quality assurance work involving systematic prevention of errors, nonconformance to regulations and standards, identification of unsatisfactory trends and correction of factors; personnel management and administration duties; liaison with the Human Resources Office (HRO) concerning personnel-related matters, Contract Officer Representative (COR) Certified and maintain SEMPS contracts; and customer service activities or other business procedures. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree. OR, 2 full years of progressively higher-level graduate education leading to such a degree. OR, LL.B. or J.D., if related. NOTE: This education must have been obtained at an accredited college or university. If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. OR,
Combination: Equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. NOTE: The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. If you select this option, you must submit a copy of your transcript with your application. Grade Determination GS-11
Specialized Experience: I possess at least one (1) full year of specialized experience that equipped me with the knowledge, skills, and abilities to successfully perform the duties the Administrative Officer at the GS-11, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-09) in the Federal service. Qualifying specialized experience is experience such as interpreting administrative policies, developing implementing local policies, defining administrative requirements, and/or providing advice to top management on related issues; applying new policies, providing advice on requirements; maintaining administrative systems, and preparing administrative paperwork; quality assurance work involving systematic prevention of errors, nonconformance to regulations and standards, identification of unsatisfactory trends and correction of factors; personnel management and administration duties; liaison with the Human Resources Office (HRO) concerning personnel-related matters, Contract Officer Representative (COR) Certified and maintain SEMPS contracts; and customer service activities or other business procedures. OR,

To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., in a field related to this position that demonstrates the knowledge, skills and abilities necessary to do the work of this position. Physical Requirements: The work is a combination of sedentary and requiring physical effort and exertion such as e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. May require occasional travel.
Work Environment: The work area is generally adequately lighted, heated, and ventilated typical of such places as offices, training rooms, and libraries. The work environment also involves everyday risks or discomforts that require normal safety precautions. There are regular and reoccurring visits to the project construction sites, mechanical equipment rooms, storage rooms, and other spaces that are noisy, dusty, where strong odors exist, dirty and close quarters which may involve moderate risks or discomforts. Personal protective equipment (PPE) is required in many of these spaces and required to be worn to ensure safety on a daily basis in construction zones.
