The Incumbent for this position serves as a training specialist assigned to the Veterans Affairs Acquisition Academy within the Office of Acquisition and Logistics (OA&L) located in Frederick, MD.
Duties
This is a bargaining unit position.

Physical Requirement: The work is primarily sedentary. However, the incumbent is required to travel periodically to gather information from field facilities and to instruct training classes at field sites, participate in other meetings and training as required and to provide expert assistance or advice to other Government agencies as requested.
Major Duties:
Designs, develops, and maintains new curriculum programs of instruction.
Performs or reviews job and task analyses which form the basis for curriculum design.
Plans, conducts, and evaluates studies of existing programs of instruction to determine appropriateness of prerequisites, objectives, subject coverage, instructional methods, sequencing, and evaluations.
Evaluates, develops, and initiates course changes to reflect changes in acquisition or program/project management policy and procedures.
Conducts research to maintain currency in agency doctrine and related acquisition and program management disciplines.
Develops training materials, incorporates full range of instructional strategies (e.g., instructor-led, self-paced e-learning, virtual classrooms, simulation, blended, etc.) with full range of instructional training aids.
Develops procedures, criteria, and standards for use in evaluating VA Acquisition Academy (VAAA) training and educational programs and conducts surveys to evaluate program effectiveness in relation to the needs of VAAA.

Uses evaluation results to recommend program changes, including the development of new or revised training.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Individual Occupational Requirements:
Education
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
OR
Experience
General Experience (for GS-5 positions): Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled.
Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
Specialized Experience for GS-11
You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: experience in planning, designing, and developing training materials as well as implements the acquisition training programs which may include: learning objectives, teaching methodologies, curricula, monitors and evaluates the individual courses in terms of the extent to which objectives are achieved.
Specialized Experience for GS-12
You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Specialized experience is defined as knowledge of adult education principles and instructional systems development; knowledge and experience in the principles, practices and techniques of performance based training techniques, instructional design strategies, and job/task analysis; a high degree of skill in survey principles and analyzing data collected from a variety of sources to determine training program strengths and weaknesses, including implementing Kirkpatrick Evaluation Model; ability to plan, design, develop, and provide feedback on contract support services related to training materials and instruction provided; and ability to collaborate with individuals at all organizational levels using effective oral and written
communication
Promotion Potential: This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.
Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.
To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
