The Director of the Professional Development Center (PDC) is responsible for directing the operational and policy activities in multiple training specialties. Services provided include the assessment of employee training needs at national and local levels; development, implementation, and administration of Plant Protection Quarantine (PPQ) training and employee development processes.
Duties
The duties may include, but are not limited to:
Work with PPQ Deputy Administrator and Associate Deputy Administrators in the formulation and administration of broad plans and objectives for employee training and development services.
Serves as the liaison with training counterparts in the Department of Homeland Security (DHS) and with state and military cooperators.
Conducting annual needs assessment of multiple training and development programs and utilizing the results to adjust training priorities.
Manages the operational and policy activities of a broad, multi-disciplinary program of training and employee development.
Training and educating Federal and non-Federal, personnel at the specialist and technician level in the many aspects of plant protection and quarantine and safeguarding strategies for U.S. agriculture.
Design, development, delivery, and evaluation of Basic Canine Officer Training, as well as technical program support for detector dog activities related to domestic programs.
Manages a large budget that encompasses the Center and its associated training operations.
Requirements

- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Overseeing overall planning, direction, and timely execution of science-based training services on a program wide scale.
Administering budget allocations and managing resources associated with training operations.
Supervising subordinate supervisors and exercising authority to make final decisions on personnel matters.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
