This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range Test Facility Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as the senior Budget Analyst within the Garrison Command.
Duties
Perform a variety of program planning and analysis work in such complex areas as multiple program budgeting.
Unstable operating programs with continuous major reprogramming efforts.
Difficult programs of forecasting of new or reorganized operating units/programs with unpredictable variables considered; and complex and multiple funding emphasizing OMA and reimbursable funds and other appropriations.
Exercise fund control by participating in the forecasting process.
Reprogram by reviewing and analyzing requests by operating officials.
Review financial reports for needs of administrative management as well as for funds control and anticipation of possible reprogramming needs.
Prepare budget reports by conducting special analysis and reporting on such as evaluation of budget program.
Review and consolidate budget/cost estimates through assessment of validity of assumptions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and maintain Financial Management Level 2 Certification in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes performing budget analysis to formulate and execute budgets for programs and monitoring the use and rate of expenditure of allocated funds. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
