The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory and supervisory employees assigned to the 5'" Civil Engineer Squadron (CES), Material Control, Self-Help Store, Self-Help Planning, Vehicle Control, and CES Contractor Operated Supply Store (COCESS).

Duties
Plans, organizes, and directs the activities of the Material Control section, ensuring that the section complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities. Supervises, advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents the 5 Civil Engineer Squadron and HQ ACC/CE (as requested) with a variety of installation and functional area organizations. Provides liaison between CES and LRS transportation activities. Acts as Vehicle Control Officer for all vehicle matters relating to Civil Engineer requirements.
Responsible for overall management of data, records, and processing of data into computer and automated work information management systems (IWIMS) such as: Civil Engineer Material Acquisition System (CEMAS); Civil Engineer Integrated WIMS (CE IWIMS); Environmental Management Information System (EMIS); and other Air Force related supply systems and Microsoft Windows databases and programs.
Serves as the Functional Director and Office of Primary Responsibility (OPR) for the COCESS store (in the future may also be referred to as the CE Supply Material Acquisition Retail Trade Self-Help Store (CE SMART/Self Help Store).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Supply Clerical and Technician Series 2005.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade of GS-08 for External Employees & GS-07 for Internal Employees or equivalent in other pay systems. Examples of specialized experience includes researches, interprets, analyzes, and applies Air Force Civil Engineer and Contracting instructions, guidelines, policies, regulations, etc. Establishes policies and procedures for accomplishment of acquisition, storage, handling and issuing of materials and supplies; coordination and interface with the Contract Operated Civil Engineering Supply Store (COCESS) contractor; and identification and tracking of hazardous material. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Considered a subject matter expert on COCESS programs and may be called upon by HQ ACC/CE and the Air Force Civil Engineer Support Agency (AFCESA) to participate on special project teams. Responsible for overall management of data, records, and processing of data into computer and automated work information management systems (IWIMS) such as: Civil Engineer Material Acquisition System (CEMAS); Civil Engineer Integrated WIMS (CE IWIMS); Environmental Management Information System (EMIS); and other Air Force related supply systems and Microsoft Windows databases and programs. Possesses the technical knowledge and experience needed to prepare and tailor standardized Performance Work Statement and Quality Assurance Surveillance Plan according to HQ USAF and MAJCOM direction and obtain contracting officer coordination on the COCESS contract.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level for External Employees and GS-07 level for Internal Employees is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Air Force Civil Engineer and Base Supply programs, policies, and regulations.
Knowledge of safety and security regulations, practices, and procedures.
Knowledge of Civil Engineer and Base Supply computer automated Work Information Management Systems (WIMS) such as: Civil Engineer Material Acquisition System (CEMAS); Civil Engineer Integrated WIMS (CEIWIMS); and Environmental Management Information System (EMIS).
Knowledge of warehouse practices; inventory and stock control procedures; document processing; industrial, material handling equipment, shipping, packing, and receiving.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
