About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command (Theater) 106th Signal Brigade 56th Signal Battalion in Miami, Florida.
Duties
Develops solutions to solve enterprise deficiencies through changes to doctrine, training, and material.
Acts as or appoints an overall class A agent, ensuring all IT and statement of work (SOW) are recorded and implemented prior to installation and deployment.
Analyzes current information system capabilities and identifies and recommends solutions for operational improvements.
Provides advice and guidance on a wide range and variety of complex IT issues.
Conducts analyses and recommends resolution of complex issues affecting the support of exercises, deployments, and contingency missions.
Applies project management processes and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.
Represents the team consensus and convey the team's findings and recommendations in meetings and dealings with other team leaders, program officials, the public, and other customers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Incumbent of this position must be able to obtain and maintain a Top-Secret security clearance and eligibility with access to sensitive compartmented information (SCI).
- Incumbent of this position must pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
- Incumbent of this position must complete the appropriate training and obtain the required certifications and recertification
- Incumbent of this position must be willing and able to lift up to 25 lbs.
- Incumbent of this position must be willing and able to participate in the DOD/DA Immunization program to include live vaccinations as required by DOD/DA policy, if deployed in the AOR.
- Incumbent of this position is required to travel for duty (TDY) up to 50% of the time.
- Incumbent of this position must comply with statutory and regulatory security requirements.
- Incumbent of this position is designated as mission essential.
- This is an obligated position.
- You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.

Position may be filled as a CES temporary promotion, detail, or temporary change to lower grade not to exceed 1 year by a current permanent Army CES employee. Temporary promotions, details, or change to lower grades may be extended up to a maximum of 5 years and may be made permanent without further competition.
For other Federal employees, you will be converted to a CES term appointment NTE 13 months without return rights back to your permanent position. CES Term appointments may be extended up to a maximum of 5 years and may be made permanent without further competition to a CES permanent appointment. To be converted to permanent, the employee must have completed at least 3 years of continuous service with at least a "Successful" overall performance rating of record.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by (1) providing technical, tactical, and conceptual information and advice for all information technology/information management (IT/IM) matters relating to both the tactical and strategic levels of exercises, deployments, and contingency IT/IM requirements. (2) executing installation and configuration of IT hardware and software and other equipment to meet organization standards, (3) analyzing information systems' capabilities to provide recommendations for operational improvements; (4) assisting with development of a lifecycle management program; and 5) leading a team of IT professionals by providing guidance and coaching on problem-solving methods, work practices, and procedures.
My specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
