Duties

The Strategic Communication Specialist provides leadership with advice and assistance in writing and developing communication materials and vehicles to ensure coordination and communication throughout the Agency and to external stakeholders. This position starts at a salary of $99,200.00 (GS-12, Step 1) to $153,354.00 (GS-13, Step 10) with promotion potential to $153,354 (GS-13 Step 10). Typical work responsibilities include: Planning, researching, writing, and editing internal and external communications products to keep stakeholders informed about Office of Finance and CBP operations, programs, priorities, initiatives, and financial issues. Analyzing organizational-specific policy issues to identify and anticipate communication needs and potential reaction from stakeholders, including congressional, non-governmental, and other Office of Finance (OF) and Customs and Border Protection (CBP) stakeholder communities. Identifying and carrying out communication requirements needed to support leadership regarding novel, complex, and controversial operational, programmatic, policy and financial-related issues. Developing, implementing, and evaluating the effectiveness of OF and CBP communications strategies, materials, and programs that support and promote enhanced engagement with OF and CBP stakeholder communities. Establishing and maintaining strong working relationships with Office of Finance (OF) leadership, subject matter experts, and headquarters communications offices.

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing advice on an organization's communications to both external and internal customers. Assisting in developing a communication plan and refining it as necessary. Assisting in developing talking points, fact sheets, reports, official statements, and briefing materials for senior leadership. Monitoring the results of communications-related performance metrics and evaluating progress toward intended goals. You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing a communication plan and refining it as necessary. Researching and preparing talking points, fact sheets, reports, official statements, and briefing materials for senior leadership. Developing performance metrics for communications and monitoring progress. Analyzing specific organizational policy issues to identify and anticipate communication needs and potential reactions from stakeholders. Establishing and maintaining strong working relationships with internal and external stakeholders. Current and former federal employees may be required to serve or complete a probationary period. Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) Eligibles: If you have never worked for the federal government, you are not CTAP/ICTAP eligible.
