This position is located within the Department of State, Office of the Executive Director, Bureau of Oceans and International Environmental and Scientific Affairs (OES/EX). This office provides extensive management, administrative, general services, procurement, financial, security, emergency planning, and information technology services to over 500 customers. This position serves as a Supervisory Human Resources Specialist, responsible for managing all aspects of human resources services.
Duties
Provides subject matter expertise and advice on HR, particularly Employee Relations issues, and Diversity, Equity, Inclusion, and Accessibility (DEIA) programs. Oversees, manages and provides coordination/direction on all aspects of HR services.
Reviews and analyzes Federal, Department, and Bureau policies, and provides critical review of relevant new legislation, regulations and directives to assess the potential impact on internal HR programs.
Directs the activities of employees and contract personnel on the Human Resources staff, ensuring effective, efficient and accurate delivery of services to support the missions of the serviced organizations.
Represents OES/EX in diversity and inclusion meetings; liaises/consults with other federal
agencies, private sector entities and Non-governmental Organizations to identify, develop and implement DEIA best practices, policies, and directives for OES.

- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in at least two functional areas of human resources (e.g., recruitment and placement, employee/ labor relations, performance management).
Experience advising senior officials on Employee Relations issues; which includes analyzing and evaluating issues, determining applicable precedents, and recommending innovative resolutions.
Experience reviewing and advising on Diversity, Equity, Inclusion, and Accessibility (DEIA) projects, policies, and programs.
There is no substitute of education for specialized experience for the GS-14 position.
