THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a INSPECTIONS SPECIALIST (SUPERINTENDENT) (TITLE 32), Position Description Number D2897000 and is part of the FL 125th FW, National Guard.

Duties

As a, Inspector Specialist (Superintendent), GS-1801-12, you will serve as a Subject Matter Expert (SME) for all IG programs and exercises significant responsibility as a Wing advisor of The Inspection System, CCIP, Unit Self-Assessment Program (USAP), Complaints Resolution Program (CRP) and FWA Program. Oversees multifaceted IG programs designed to independently assess unit(s) mission readiness, economy, efficiency, and state of discipline for the Wing; and provides timely, credible, and impartial information to program managers, policymakers, and leaders at all levels.? Applies extensive knowledge of the Wing and Geographically Separated Unit (GSU) mission sets to develop policy and objectives that integrate IG programs in accordance with Wing Commander's intent, Joint Force Headquarters (JFHQ), multiple Gaining Major Commands (G-MAJCOMs), National Guard Bureau (NGB), Department of the Air Force (DAF), and Department of Defense (DoD) directives. Establishes metrics and analyzes complex data from a variety of sources/systems, to include Management Internal Control Toolset (MICT), Inspector General Evaluation Management System (IGEMS), and Inspector General Evaluation Management System - Classified (IGEMS-C), to identify risk and eliminate undetected non-compliance within the organization. Supports the Wing IG in the overall management and implementation of a wide range of IG functions, to include multiple agency coordination and process improvement affecting mission driven decisions for the Wing Commander. Reviews and provides quality control over the Commander's Inspection Report (CCIR) ensuring accurate assessment of readiness and compliance before submittal to the State Adjutant General, NGB/IG and G-MAJCOM(s)/IG. Serves as the primary focal point in the negotiation and authoring for the coordination of memorandums of agreement, memorandums of understanding and support agreements to ensure adequate support of all IG programs.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Must be able to obtain and maintain a Secret security clearance.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
  • IAW AF guidance, incumbent must complete the wing Inspector General Training Course Inspections (IGTC-I) within 180 days of appointment..
  • Must complete Inspector General Training Course Complaints Resolution (IGTC-Q) within 180 days of appointment; and IG appointees for nuclear-capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment.
  • Successful completion of other courses will be accomplished IAW applicable DoD, AF, and National Guard Bureau regulations. Recommend completion of the NGB/IG Advanced Course within one year of appointment.
  • Must upload your most recent SF 50 (eg. General Adjustment) to be considered.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open ONLY to ON BOARD excepted permanent/indefinite (T32 and T5) technicians employed by the Florida National Guard. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. Military Grades: Enlisted: E7 thru E8 TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. SPECIALIZED EXPERIENCE: GS12. Must have at least one year of specialized experiences at the GS-11 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs, experience with applicable Inspector General Program principles and practices related to federal civilian, military, and National Guard, operational, administrative and technical programs. Must have experiences in planning for and executing inspector general programs and using software data systems. Experienced in the procedures to inspect and report on the state of discipline program efficiency and effectiveness, and readiness of military and civilian forces. Experiences involved work as the primary inspector general advisor with responsibilities to plan, direct, and manage inspector general programs. Experienced in conducting investigations and inspections to ensure compliance with agency policies, practices, and regulations. Experienced in providing policy, guidance, oversight, and directions for the inspection programs; complaints resolution; Fraud, Waste, and Abuse; strategic plans and programs; and the Commander's Inspection Program. Competent in the inspector general program concepts and policy regulations. Has demonstrated skills in the development of programs, procedures, and methods to implement, evaluate, and maintain the inspector general program. Experienced in developing risk-based sampling strategies and annual inspection plan focusing on the Wing Commander's priorities. Experienced in multiple and specific inspector general computerized programs. Experienced and skilled in writing standardized operating procedures for the inspector general programs. Experienced in interpreting and developing inspection policies, procedures and applicable Memorandums of Understanding or Memorandums of Agreement with host or tenant organizations, if applicable, as well as state, city, and/or county agencies in order to adequately evaluate the National Guard's overall mission readiness.
