DFC ranked a Best Places to Work in 2022. This position is part of the US. International Development Finance Corporation (DFC), Office of the Chief Executive (OCE). As a Strategy Associate you will be responsible for helping to drive the agency's investment and portfolio strategy.

Duties

Assist in identifying DFC's portfolios across markets, sectors, and regions to maximize development impact and advance strategic priorities. Assist in researching and benchmarking industry best practices, conduct research and analysis, and coordinate internally with other relevant stakeholders including clients, peer development finance institutions, other U.S. government agencies, and industry key opinion leaders. Assist in identifying metrics and goals that should measure the success of our portfolio across financial, impact, and strategic measures. Conduct modeling and analysis to measure DFC's metrics and goals. Analyze the tactical and operational planning processes through which measures are established to assess DFC's accomplishments of its strategic objectives. Analyze data to assess the state of DFC program and policy operations. Assist in analyzing and identifying recommendations on the development of timely and comprehensive plans which represent the most efficient and effective use of human, physical and financial resources, and work effectively with other offices to achieve common objectives and assure that allocated resources are efficiently deployed and productively utilized. Support the Chief of Staff (COS) and Deputy Chief of Staff (DCOS) on priority strategic needs to support the organization's data and strategy capabilities. Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-12 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-11 grade level in the Federal service that includes all of the following: 1. Experience developing processes related to business improvements or agency strategic planning; AND 2. Experience providing services to assist organizations improve performance metrics and/or experience assisting in the development of investment strategy, such as experience gained in a bank or investment fund, development finance, or impact investment; AND 3. Experience gathering raw data to create analytical models using software such as excel or similar. You may qualify at the GS-13 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-12 grade level in the Federal service that includes all of the following: 1. Experience developing methods for strategy execution and implementing those methods to advance organizational strategies AND 2. Experience providing services to improve organizational performance and/or experience developing and executing investment strategy, such as experience gained in consulting, a bank or investment fund, impact investment, or development finance; AND 3. Experience conducting project-based performance improvement plans; AND 4. Experience developing and analyzing proficiency models or excel-based data. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
