The primary purpose of this position is to perform the full range of conventional duties relating to a variety or logistics management and program analysis opinionable programs.
Duties
Conducts studies and analysis or problem areas affecting or involving depot maintenance production operations, processes, and methods.
Plans and executes maintenance production operations administrative activities.
Provides technical assistance to higher graded employees of the Production Operation.
Participates in briefings, meetings, committee, boards, etc., and may be required to represent the organization at conferences.
Works to achieve and support quality improvement in all products and services.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes varied duties that require many different and unrelated process and methods such as those relating to well established aspects of an administrative or professional field, i.e. projects, studies, or evaluations performed are characterized by the need of significant or substantial problem analysis. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related

COMBINATION OF EXPERIENCE AND EDUCATION: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-11.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of production methods and procedures and skill and experience to plan for the future immediate production control for the manufacture overhaul, or repair of weapons Systems or commodities.
2. Comprehensive knowledge, skill, and experience to prevent or alleviate production delays, scheduling conflicts. the lack of sufficient materials. faulty processes. labor shortages. or skilled trade imbalances.
3. Comprehensive knowledge of the requirements and procedures of various phases and maintenance departments being coordinated both in and outside office production area.
4. Ability to research, interpret, analyze, plan, and implement corrective action and skill in establishing effective cost controls for difficult and complex production problems.
5. Knowledge of safety regulations. practices, and procedures.
6. Skill in written and oral communications.
7. Ability to apply lean, safety, security. and health principles, practices. and procedures and to understand and apply internal management procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands: Works is primarily sedentary, frequent visits will be required to production areas.
Work environment: Work is performed in a typical office enviornment, which is adequately lighted, heated, and ventialiated.
