Duties

Serves as primary state representative and point of contact for all DOD highway movements. Coordinates directly with the state Department of Transportation (DOT) to determine highway availability, restrictions, permit requirements and changes or additions to the State Highway Network Database. Approves requests for use of the highway network by utilizing the approved federal operating system, and then issues movement orders. Coordinates directly with the USPFO Traffic Manager to obtain necessary commercial transportation support. Ensures requirements necessary to execute the plans have been identified and coordinated. Ensures proper handling of special and unique movement requirements. Uses and interprets U.S. Forces Command (FORSCOM) and Army regulations, technical manuals, traffic bulletins/regulations, federal and DOT regulations. Serves as manager for the State Highway Network Database. Develops and publishes procedures for collecting, evaluating and monitoring the information necessary to modify the network databases to meet DOD movement requirements. Coordinates with NGB and with outside contractors for additions, deletions, and changes to the network database. Organizes and oversees the operation of the State Movement Control Center (SMCC). Exercises functional authority to manage and coordinate the movement of DOD convoys during peacetime, mobilization and deployment. Serves as the Command Transportation Officer and represents the DCS G-4 on transportation matters involving movement of personnel, equipment and supplies, both domestically and internationally, using military transportation assets. Serves as principle representative for military transportation matters and for planning and executing unit movements. Directs, oversees and provides technical guidance for preparation, maintenance and execution of movement plans for mobilization and deployment. Coordinates military surface and air movements with appropriate DOD, federal and state agencies to ensure compliance with applicable regulations. Coordinates, obtains and issues, with DOT approval, permits for oversized, overweight and hazardous vehicles and cargo; and then coordinate's movements. Develops and maintains liaison with state and local government offices, military officials of all services and state, local and federal enforcement agencies. Analyzes military transportation capabilities and provides compiled data to appropriate agencies. Plans and coordinates the movement portion of exercises. Represents the CONUSA Commander as DOD representative of the state DOT Emergency Highway Traffic Regulation (EHTR) Center, when activated by the governor. Advises civil authorities and military commanders on EHTR requirements and procedures. Provides input and maintains the military portion of the EHTR regulation. Serves as primary point of contact and state mission authority for Special Assigned Air Missions (SAAM). Coordinates directly with Air Mobility Command (AMC) to obtain necessary aircraft. Observes airfield operations and assists the moving unit as required during execution of the movement. Coordinates with the DCS G-4 Plans & Policy Officer in the establishment of command transportation policy and other transportation requirements. Manages the State General Services (GSA) lease Vehicle Program (less recruiting and retention vehicle program). Ensures leased vehicles are managed in accordance with regulatory guidance. Coordinates with Property Book Officer's in maintaining required records for the GSA leased vehicle program. Responsible for maintaining, inspecting, and verifying serviceability of Army containers. Inspects container and submits maintenance report to the Container Control Officer (CCO) for entry into the Army Container Asset Management System (ACAMS). Coordinates with the CCO to ensure property book accountability and movement of containers. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning. Performs other duties as assigned.

• Incumbent must complete The Intermodel Dry Container/Convention for Safe Containers Re-Inspection Course/AMMO-43 online within 2 months of employment.
• Incumbent must complete Hazmat Certification and Radiation Safety Training within six months of employment and recertify every two (2) years.
• Incumbent will be required to travel within and around the state. Travel will require incumbent to Remain-Over-Night (RON) to accomplish mission.
• Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
• The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
• Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
• The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
• This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This will not exceed 14 days per year unless otherwise approved in advance by the TAG.

Qualifications

SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. GS-11 - Must have at least 1-year specialized experience equivalent to at least the next lower grade, GS-09. Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States). Managing or participating in managing a transportation or traffic program involving operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs; operating a transportation system to provide common carrier types of services to shippers; and procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. OR Education - Possess a Ph.D, an equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree. Major study must be in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination - A combination of Specialized Experience and Education as described above. Only graduate education in excess of that required for a Master's degree or equivalent may be used when combining education and experience to meet the total qualification requirements. Knowledge of related mode configurations to contract proper means of transportation. -Incumbent utilizes this knowledge to plan and direct the installation operations for the movement of vehicles, equipment, conventional ammunition, and materials via most feasible method available (air, rail, truck or vessel/barge). -Incumbent has extensive knowledge of all traffic management regulations to include freight, passenger and other service (Navy and Air Force) regulations as well as the applicable Code of Federal Regulations. -Specialized knowledge of various travel entitlements, policies, and procedures pertaining to personnel moves (Group moves, PCS and movement of household goods). -Knowledge to execute travel arrangements via all modes of Government and commercial transportation to destinations worldwide. -An extensive and comprehensive knowledge and ability to interpret a wide variety of traffic management regulations, including DOD Travel regulations, Army, Air Force and Navy regulations, federal/state/foreign government/local laws, transportation regulations, and policies are required. -Incumbent must be certified for the movement of Hazardous material and as a Contracting Officer Representative. -Knowledge of the various automated transportation planning and billing systems. -Knowledge of standard commercial carrier industry standard practices.
