Duties

Serves as primary state representative and point of contact for all DOD highway movements. Coordinates directly with the state Department of Transportation (DOT) to determine highway availability, restrictions, permit requirements and changes or additions to the State Highway Network Database. Approves requests for use of the highway network by utilizing the approved federal operating system, and then issues movement orders. Coordinates directly with the USPFO Traffic Manager to obtain necessary commercial transportation support. Ensures requirements necessary to execute the plans have been identified and coordinated. Ensures proper handling of special and unique movement requirements. Uses and interprets U.S. Forces Command (FORSCOM) and Army regulations, technical manuals, traffic bulletins/regulations, federal and DOT regulations. Exercises functional authority to manage and coordinate the movement of DOD convoys during peacetime, mobilization and deployment. Serves as the Command Transportation Officer and represents the DCS G-4 on transportation matters involving movement of personnel, equipment and supplies, both domestically and internationally, using military transportation assets. Serves as principle representative for military transportation matters and for planning and executing unit movements. Directs, oversees and provides technical guidance for preparation, maintenance and execution of movement plans for mobilization and deployment. Coordinates military surface and air movements with appropriate DOD, federal and state agencies to ensure compliance with applicable regulations. Coordinates, obtains and issues, with DOT approval, permits for oversized, overweight and hazardous vehicles and cargo; and then coordinate's movements. Develops and maintains liaison with state and local government offices, military officials of all services and state, local and federal enforcement agencies. Analyzes military transportation capabilities and provides compiled data to appropriate agencies. Plans and coordinates the movement portion of exercises. Evaluates exercises and makes recommendations for corrections of noted deficiencies. Prepares and coordinates movement portions of the Joint Force Headquarters (JFHQ) Mobilization Plan. Develops mobilization procedures for review, validation and approval; directs submission of movement plans and data. Validates and approves completed plans and data, to include commercial requirements. Develops programs of instruction for training Intermediate Command Unit Movement Officers (IC-UMO) in all areas of unit movement and execution. Assists IC-IMO in training Unit Movement Officers (UMO). Serves as primary point of contact and state mission authority for Special Assigned Air Missions (SAAM). Coordinates directly with Air Mobility Command (AMC) to obtain necessary aircraft. Observes airfield operations and assists the moving unit as required during execution of the movement. Coordinates with the DCS G-4 Plans & Policy Officer in the establishment of command transportation policy and other transportation requirements. Coordinates movement planning requirements and JFHQ inspections of unit mobilization plans. Observes required testing of unit load plans. Conducts annual coordination visits to DOD installations. Serves as manager for the State Highway Network Database. Develops and publishes procedures for collecting, evaluating and monitoring the information necessary to modify the network databases to meet DOD movement requirements. Coordinates with NGB and with outside contractors for additions, deletions, and changes to the network database. Represents the CONUSA Commander as DOD representative of the state DOT Emergency Highway Traffic Regulation (EHTR) Center, when activated by the governor. Advises civil authorities and military commanders on EHTR requirements and procedures. Provides input and maintains the military portion of the EHTR regulation. Organizes and oversees the operation of the State Movement Control Center (SMCC). Schedules and coordinates DOD surface movements through the approved federal operating system. Monitors movement of DOD units; resolves conflicts, receives and forwards movement reports to appropriate DOD and state agencies. Coordinates changes to priorities and revises pre-planned movement schedules. Maintains and manages the unit movement data (UMD) for state ARNG units. Coordinates and submits UMD to the appropriate DOD agencies. Provides technical expertise on hazardous materials (HAZMAT) shipments to ensure compliance with federal, state and local regulations. Coordinates with DOD, state and local officials on policies and procedures governing HAZMAT shipments by all modes of transportation. Provides non-certification HAZMAT training for unit movement officers. Performs other duties as assigned.

Requirements

  • Alaska Army National Guard membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.

  • U.S. Citizenship and Secret Clearance is required.

  • APPOINTMENT FACTORS: Excepted/Warrant/Enlisted in the Alaska Army National Guard.
  • MILITARY GRADE REQUIREMENT: Due to the nature of this position, the minimum military grade is Sergeant First Class (SFC/E7) and the maximum military grade is Chief Warrant Officer (CW2/W2).
  • Incumbent will be required to travel within and around the state. Travel will require incumbent to Remain-Over-Night (RON) to accomplish mission.
  • Incumbent will complete The Intermodel Dry Container/Convention for Safe Containers Re-Inspection Course/AMMO-43 online within 2 months of employment.
  • Incumbent will complete Hazmat Certification and Radiation Safety Training within six months of employment and recertify every two (2) years.

Qualifications

SPECIALIZED EXPERIENCE / EDUCATION REQUIREMENTS To qualify for this position, you must meet the Specialized Experience, Education, or a combination of both as described below: Specialized Experience - At least 1-year specialized experience equivalent to at least the next lower grade, GS-09. Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States). Managing or participating in managing a transportation or traffic program involving operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs; operating a transportation system to provide common carrier types of services to shippers; and procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. OR Education - Possess a Ph.D, an equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree. Major study must be in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. NOTE: In order to be considered for this position using education as a basis of qualification, you must submit a copy of your transcripts. OR Combination - A combination of Specialized Experience and Education as described above. Only graduate education in excess of that required for a Master's degree or equivalent may be used when combining education and experience to meet the total qualification requirements. NOTE: In order to qualify for this position using a combination of experience and education, you must submit a copy of your transcripts. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. Broad knowledge of the operation, practices, and policies of the organization. Knowledge of the capability and limitations of various modes of transportation to include rail, highway, air, and sea. Knowledge of related mode configurations to contract proper means of transportation. Incumbent utilizes this knowledge to plan and direct the installation operations for the movement of vehicles, equipment, conventional ammunition, and materials via most feasible method available (air, rail, truck or vessel/barge).Incumbent has extensive knowledge of all traffic management regulations to include freight, passenger and other service (Navy and Air Force) regulations as well as the applicable Code of Federal Regulations. Specialized knowledge of various travel entitlements, policies, and procedures pertaining to personnel moves (Group moves, PCS and movement of household goods).Knowledge to execute travel arrangements via all modes of Government and commercial transportation to destinations worldwide. An extensive and comprehensive knowledge and ability to interpret a wide variety of traffic management regulations, including DOD Travel regulations, Army, Air Force and Navy regulations, federal/state/foreign government/local laws, transportation regulations, and policies are required. Incumbent must be certified for the movement of Hazardous material and as a Contracting Officer Representative. Knowledge of the various automated transportation planning and billing systems. Knowledge of standard commercial carrier industry standard practices.
