Duties
This position is located under the Human Resources Information Technology Branch (HRITB), Human Resources Operations Division (HROD), Human Resources and Professional Development (HRPD) in Washington, DC.
The primary purpose of this position is to coordinate systems planning with HRPD, Bureau executives, steering committees, stakeholders, and contractors and is responsible for the functional and technical operation and enhancement of Human Resource Information Systems (HRIS) /Talent Management Systems (TMS) and the processes and standards governing their use. This Branch is responsible for the administration of critical Human Resources (HR) and Talent Management systems to include ensuring operational capability, report generation, upgrades, and communication with the Office of Science and Technology (OST), Treasury, National Finance Center (NFC) and the Department of Justice (DOJ) on system issues.

Qualifications
To qualify for GS-13, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-12.
Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Examples of specialized experience include:
Coordinating systems planning with HRPD, Bureau executives, steering committees, stakeholders, and contractors; AND
Providing functional and technical operations and enhancements of HRIS/TMS; AND
Implementing and delivering training products and evaluating the impact of training on employee and organizational performance.
To qualify for GS-14, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-13.
Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Examples of specialized experience include:
Knowledge of Government acquisition and contracting policies and practices to manage contract personnel; AND
Monitor vendor performance, develop Statements of Work and evaluate vendor proposals for system products and services; AND
Provide project management principles, practices and techniques to effectively manage the implementation of system maintenance releases and upgrades.
