This position is located in the Division of Resolutions and Receiverships, Capital Markets and Resolutions, of the Federal Deposit Insurance Corporation and provides consultation on securities and securitization matters pertaining to identification, management, pricing and analyzing complex capital markets instruments prior to bank failure, through and including the corresponding liquidation of those assets retained in the subsequent receivership.

Duties

Identifies, manages, prices and analyzes complex capital markets instruments prior to bank failure, through and including the corresponding liquidation of those assets retained in the subsequent receivership. Identifies and contacts potential bidders for complex capital markets instruments of failed banks.  Works with existing and new bidders to ascertain their specific interest in available assets to target asset sales to known active bidders. Monitors the oversight of financial advisors in the management and disposition of complex capital market instruments. Provides advice and consultation on securities and securitization matters, ongoing receivership portfolio management and liquidation issues pertaining to valuation, credit and interest rate risks associated with the portfolio assets for year-end receivership financials; setting reserve prices for potential liquidation activities; and corporate action voting, tender offers and related restructuring/recapitalization issues. Communicates technical and potentially sensitive information regarding securities issued by open banks both orally and in writing, to audiences within and outside the Division, including FDIC management, other banking regulators and private sector executives.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service.  Specialized experience is defined as experience performing in: 1) capital markets operational roles supporting middle office or back office functions for financial instruments/securities/derivatives, OR 2) building or validating valuation or market risk models for securities or derivatives in the financial services industry, or performing quantitative risk or financial analysis in support of investment, hedging, or disposition decisions for a portfolio of securities, loans, or derivatives. Applicants must have met the qualification requirements (including selective placement factors – if any) for this position within 30 calendar days of the closing date of this announcement.
