This position is located in the Department of Veterans Affairs, Central Office (VACO) Human Resources Service Center (HRSC) that focuses on the establishment and transition of human capital services for VACO staff offices.
This vacancy may be filled in Washington, DC; or a location to be determined. Selected candidate must secure space at a Veterans Affairs or other government facility to receive an official offer.
Duties
Major Duties include: The incumbent will be responsible for daily monitoring of personnel information systems (for example, Manager Self Service) for actions related to the duties of the section, follows up with employee or service as appropriate for any missing information. Initiates all personnel action requests related to benefits, leave, and records (such as name changes, education changes,
FEHB enrollment, FEGLI changes, Military Status, SCD changes, changes in veteran's preference, leave journalizing, and TSP changes). Reviews requests for completeness and accuracy to determine nature of action indicated on request for personnel action. Determines employees' benefits eligibility (for example, life and health insurance, leave group, federal retirement vs. social
security). By using the Guide to Processing Personnel Actions (GPPA) and the HR Smart user guide, the incumbent codes personnel actions for employees under different pay systems; verifies accuracy of generated personnel action for all coded entries; verifies accuracy of HR Smart action to ensure action processed; follow-up with HR Specialist as appropriate.

The full performance level of this position is GS-07. At the level GS-05/06, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 05/10/2024.
Time-In-Grade Requirement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-05 position you must have served 52 weeks at the GS-04
For a GS-06 position you must have served 52 weeks at the GS-05
For a GS-07 position you must have served 52 weeks at the GS-06
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-07 level and above.

GS-05 level
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviews requests for completeness and accuracy to determine nature of action indicated on request for personnel action. Determines employees' benefits eligibility (for example, life and health insurance, leave group, federal retirement vs. social security). Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
