The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in the Institute of Education Sciences, National Center for Education Evaluation (NCEE) in Washington, DC. The NCEE is responsible for evaluating the effectiveness of education programs from early childhood education through adulthood. This work provides decision-making information for policymakers and program managers.

Duties

We encourage you to read this entire vacancy announcement prior to submitting your application.As a Supervisory Education Research Analyst, GS-1730-15, you will be responsible for:• Directing the activities of one or more NCEE team evaluators and allocates resources as needed. Develop and implement systems to control staff work, ensure the quality of that work, and provide staff development as necessary. Monitor staff compliance with mandatory training activities and expectations related to other administrative activities including procurement and contracting.   • Responsible for designing and carrying out a multi-year agenda of high-quality research and evaluation on specific problems of policy or practice in education. Lead Department and external contract teams and staff in implementing complex research projects, particularly those that involve highly specialized technical skills. Formulate policy options for senior Department officers regarding reauthorization of major federal education laws, emerging federal priorities, or the integration of ED policies and programs with related ones administered by other federal departments. Engage leaders of the education and scientific research communities, on an ongoing basis, on the discussion of issues identifying and refining broad evaluation options.    • Advise and counsel NCEE, IES, and ED leadership about the policy consequences of actions and events within and outside the Department and provide information and analysis that enables program and policy leadership to leverage opportunities and mitigate potential risks.    • Keep abreast of current scientific and technical developments in the fields of social science research and education reform initiatives. Serve as a resource across ED on evaluation and research methodology. Provide technical assistance to NCEE and other IES staff, with responsibility for ensuring that evaluation and statistical design and analyses used are appropriate. Act as key resource on experimental and quasi-experimental methods.

Qualifications

Minimum Qualification Requirements You may meet the minimum qualifications for the GS-15, if you possess the specialized experience and education or a combination of the two.Specialized Experience for the GS-15One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) following duties or work assignments:1. Experience designing impact or implementation evaluations of federally-funded education programs or policies related to postsecondary education, adult education, career and technical education, or school choice.2. Experience translating rigorous impact or implementation evaluations of federally-funded education programs or policies related to postsecondary education, adult education, career and technical education, or school choice into written or other materials designed for policymakers and educators.3. Experience with the purpose, goals, and outcomes of one or more federally-funded education programs, such as those authorized by the Higher Education Act, the Carl D. Perkins Career and Technical Education Act, the Workforce Innovation and Opportunity Act, or the Elementary and Secondary Education Act. EDUCATION (see EDUCATION SECTION of the vacancy announcement) OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Ability to oversee the work of supervisors, leaders, team chiefs, and contractors, and make decisions on work problems presented by subordinate supervisors, team leaders, or contractors.2. Knowledge of current education law, policy, and regulations as well as Departmental and organizational priorities.3. Ability to collaborate with officials of other units within ED or outside organizations and advise management officials of higher rank.4. Ability to apply rigorous evaluation approaches relevant to education policies and programs.

Basic Requirements:

Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least one course was in research methods and at least two courses were in statistics.

or

Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, including at least one course in research methods and two courses in statistics, plus appropriate experience or additional education. The experience must have demonstrated (1) a thorough knowledge of the principles underlying the work of this series, and (2) understanding, both theoretical and practical, of the methods and techniques applied in performing work in this series.
