The primary purpose of this position is to serve as an Inventory Management Specialist and to serve as the Loan Control Officer to oversee the Government Furnished Property (GFP) program.

Duties

Serve as the Loan control Officer to oversee the government Furnished Property (GFP) Program. Develop, refine, and interpret inventory management policy and procedures related to programs and interface with other material management policies. Perform system analyze of complex programs and major problems associated with supply systems or other assigned systems. Analyze complex problems reported by database users. Participate in discussions, meetings, committees, or special projects and present briefings and prepare recommendations and reports.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expertise with program relationships in the field of inventory management; inventory management methods and techniques to analyze and evaluate the effectiveness and efficiency of inventory management programs and/or operations; independently analyze and resolve difficult inventory management issues and problems, and to consider and apply several alternatives; apply in-depth knowledge of inventory management to interpret policy direction for specific operating requirements or develop guidance for applying inventory management policies, procedures, techniques, equipment, and methods to a variety of work situations involving various degrees or levels of control. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA): 1. Knowledge of commonly applied inventory management principles, procedures, techniques, and practices. 2. Knowledge of established supply systems. 3. Knowledge of acquisition processes, automated records and control systems, material substitution criteria and storage issues, and disposal processes. 4. Knowledge of specialized analytical methods and techniques to resolve difficult inventory management issues and problems. 5. Knowledge of budgeting, procurement, and funding processes related to inventory management functions. 6. Skill to apply common analytical method and techniques to resolve difficult inventory management problems and issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work is sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some walking, standing, and carrying of light objects may occur in the course of a normal workday. No special physical effort is required to perform the work. WORK ENVIRONMENT: Work is primarily performed in an office-like setting involving everyday risks or discomforts which require normal safety precautions typical of an office-like environment. The work area is adequately lighted, heated, and ventilated.
