This position is in the Office of Acquisition and Grants Management of the Federal Highway Administration (FHWA). The employee serves as a Grants Management Specialist responsible for a full range of activities in financial assistance, from selection to award and closeout. The employee supports program officials in planning sessions for new discretionary programs, and monitors progress of all projects to ensure compliance with established objectives and applicable regulations.

Qualifications

To determine which grade(s) you may be eligible for, review the following grade specific details.  You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume.   For the GS-11: On Experience, you must have at least one year of specialized experience, equal or equivalent to the GS-09 grade level, which included: Experience in assisting in pre-award and post-award activities of grants and/or cooperative agreements such as budget analysis and/or performance monitoring. Or on Education, you must have a Ph.D. or equivalent doctoral degree; OR 3 years of progressively higher level graduate education leading to such degree, You can also have a combination of graduate education and experience.  This must be fully supported by your resume and transcripts, provided with your application. For the GS-12: You must have at least one year of specialized experience, equal or equivalent to the GS-11 grade level, which included: Experience managing pre-award grant activities such as budget analysis and/or risk assessment related to the review of grant proposals; AND Experience managing post-award grant activities such as performance monitoring, negotiating grant resolutions, invoice review, and/or closeouts. For the GS-13: You must have at least one year of specialized experience, equal or equivalent to the GS-12 grade level, which included: Experience with grant management activities across the typical grant life cycle: pre-award, award, post-award and close-out; AND Experience applying/interpreting applicable grant management laws and regulations and/or other related guidance; AND Providing management advice and explaining problems related to grant management activities and processes. You cannot qualify on education at the GS-12 & 13 levels; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Grants Management - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements. Grants Management Laws, Regulations, and Guidelines - Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience. Students enrolled in a qualifying degree program can apply to the GS-11 grade based on education if the anticipated graduation date is within six months of the closing date of this announcement. If selected, the final transcript must be received before your start date. Other applicants must meet all qualification requirements by the closing date of this announcement.
