This position is in the Office of Acquisition and Grants Management of the Federal Highway Administration (FHWA). The employee serves as a Grants Management Specialist responsible for a full range of activities in financial assistance, from selection to award and closeout. The employee supports program officials in planning sessions for discretionary grant programs, supports the award of grants and cooperative agreements, and monitors progress of grant awards to ensure compliance.

Qualifications
To determine which grade(s) you may be eligible for, review the following grade specific details. You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume.
For the GS-13: You must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included:
Experience with grant management activities across the typical grant life cycle: pre-award, award, post-award, and close-out; AND
Experience applying and/or interpreting applicable grant management laws and regulations and/or other related guidance; AND
Experience providing management advice and resolving problems related to grant management activities and processes.
For the GS-14: You must have at least one year of experience, equal or equivalent to the GS-13 grade level, which included:
Experience with awarding and managing grant management activities across the grant life cycle for a wide range of grant programs and grant type; AND
Experience providing advice and guidance on a variety of grant management programs, policies, regulations, procedures, and practices, relevant to grant programs addressing any of the following: research, specialized studies, and/or construction; AND
Experience monitoring grant programs and frequently acting as the grants management decision maker concerning a grant action/matter.
You cannot qualify based on education, you must meet the specialized experience noted for each grade level.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Grants Management - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
Grants Management Laws, Regulations, and Guidelines - Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
