Duties

The primary purpose of this position: To serve as an Aerospace Defense Capability Analyst in the North American Aerospace Defense (NORAD), Directorate of Operations (N/J3), Domain Awareness Division (N/J32). Directly supports the NORAD Aerospace Warning, Aerospace Control, Maritime Warning, and ITW/AA missions and in coordination with the NC/J3, the USNORTHCOM: Homeland Defense and Defense Support to Civil Authority missions. Serves as NORAD's Aerospace Surveillance Capability Sustainment Lead and Expert in National/Bi-National Mission Surveillance Requirement Compatibility. Serves as the NORAD and USNORTHCOM operational subject matter expert on bi-national aerospace warning, atmospheric sensors, and the capabilities comprising its family of systems. Represents NORAD and USNORTHCOM at meetings, conferences, symposia, and site visits that relate to duties and missions assigned. Responsible for Operational Risk Assessment production requirements. Provides support to the Federal Aviation Administration's (FAA) Obstruction Evaluation/Airport Airspace Analysis (OE/AAA) Review Process.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
  • Employee may be required to work and/or be “on call” after normal duty hours, which may include evenings, weekends or holidays and is subject to short- or no-notice recall to duty during exercises, crises, or contingencies.
  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
  • Required to be available for phone consultation after normal duty hours and work may require telecommuting.
  • This is a Centrally Managed position in the Operations career field.

Qualifications

This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes; expert knowledge of NORAD and USNORTHCOM policies, regulations, procedures, mission goals, and objectives to analyze and evaluate extremely complex aerospace capability requirements and command and control programs and issues. Expert knowledge of N&NC specific aerospace warning capabilities such as Long-Range Radar's (LRR), Short-Range Radar's (SRR), and the Tethered Aerostat System (TARS) to assesses radar interference issues and capability gaps and seams that could be exploited by both traditional and asymmetric threats for current and future aerospace surveillance capabilities across North America. Expert knowledge of U.S. National Policy, Bi-National Policy and agreements (e.g. NORAD Agreement, Terms of Reference, etc.), and U.S. and Canadian radar and C2 systems, both military and interagency, to assist in formulating policies, plans, and evaluations on issues of major operational significance on a national and international level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the major programs associated with the integration of aerospace surveillance radars and sensors. Knowledge of the various aerospace warning sensors, sensor integration, U.S. and Canadian radar and C2 systems, and the development of future surveillance systems. Ability to formulate policies, plans, evaluations, and recommendations on issues of major operational significance with national/international impact/consequences related to aerospace complex surveillance capabilities and limitations. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Aerospace Warning and Aerospace Control missions. Knowledge of Air and Space Integrated Tactical Warning and Attack Assessment operations, Command and Control Integration, and bi-national aerospace surveillance requirements. Ability to anticipate problems and lead subject-matter experts from the command, components, and interagency partners in conferences/planning sessions to produce solutions to capability gaps/issues impacting aerospace operations. Ability to communicate effectively, both orally and in writing. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
