This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.:
Duties
Responsible for maintaining a broad range of experience spanning all aspects of the Environmental Compliance and Conservation Management to support and manage the National Environmental Policy Act (NEPA) program compliance.
Interprets and implements new or revised policy directives or program materials from higher authority or regulatory agencies.
Responsible for coordination, data generation, review, and timely submission of reports to the Regional Office, higher HQ and regulatory agencies.
Responsible for managing and implementing the National Environmental Policy Act (NEPA) program to include tracking actions/projects, coordinating with proponents, and developing required documentation in compliance with NEPA.
Assists the Chief coordinate and maintain liaison with internal and external stakeholders on matters relating to environmental protection and preservation.

- Temporary duty (TDY) is 20% or less for this position.

In order to qualify, you must meet the Specialized Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: 1 year of specialized experience equivalent to the GS-11 level in the Federal service which include working with or managing the National Environmental Policy Act (NEPA) program and compliance, interpreting and implementing new or revised policies, data generation, and serves as a liaison on topics pertaining to environmental protections and preservation matters.
GS-12 Education: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
