Duties

You will review, interpret, and implement Safe Drinking Water Act, Clean Water Act, and state/local and Navy water regulations, instructions, and policies for the command. You will provide technical expertise in water policies and regulations to ensure compliance. You will review environmental standards, specifications, and plans of projects and collaborate with planners and designers in order to ensure compliance with environmental requirements. You will conduct site inspections, audits, and surveys and collaborate with customers and other organizations to resolve environmental compliance concerns; develop and provide routine and special training to users. You will communicate with environmental regulatory agencies regarding interpretation and applicability of compliance requirements and permitting. You will gather and submit technical information in support of data calls, taskers, environmental submissions, and reports as required by statute and as requested.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a bargaining unit position.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes at certain work locations or continuously for the duration of the work shift.

Qualifications

For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting program management with planning, development, and implementation of environmental compliance for one or more environmental compliance related fields such as Water Quality and Pollution Prevention; 2) Assisting in ensuring compliance with environmental laws such as the Clean Water Act and the Safe Drinking Water Act; 3) Performing field visits to conduct environmental inspections, site investigations, and surveys to determine environmental compliance requirement; and 4) Assisting in preparing draft correspondence, technical reports, field logs, inspection reports, and other supporting environmental documentation. Note: Experience must be fully demonstrated in your resume. For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge and understanding of one or more environmental compliance related fields such as Water Quality and Pollution Prevention; 2) Ensuring compliance with environmental laws such as the Clean Water Act and the Safe Drinking Water Act; 3) Conducting site investigations, audits, and surveys and collaborates with customers and other organizations to resolve environmental compliance concerns; 4) Participating in discussions with environmental regulatory agencies regarding interpretation and applicability of compliance requirements; and 5) Gathering and submitting technical information in support of data calls, taskers, environmental submissions, and reports in assessing program effectiveness. Note: Experience must be fully demonstrated in your resume. Education

For the GS-11 position, education may be substituted for specialized experience with the following:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related.

Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

Equivalent combinations of education and experience are qualifying as well.
