About the Position: Supervises a four-shift, round-the-clock operation with subordinate leaders in the Directorate of Emergency Services 911 Dispatch Center at Aberdeen Proving Ground, MD.

Duties

Administers emergency service communications in a Central 911 Dispatch Center. Applies knowledge of communications equipment, theory, training, and procedures to provide supervision/management, technical guidance, and direction to dispatchers. Plans and revises work schedules to meet workload and manpower shortages. Develops policies and procedures. Supervises and direct use of emergency protocol for fire, police, and medical emergencies. Administers local access to the National Crime Information (NCIC) and Maryland Electronic Telecommunications Enforcement Resource System (METERS).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a Secret Security Clearance.
  • This is a Testing Designated Position and is subject to a pre-employment screening and random testing while employed.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other emergency type situations the incumbent is required to report to work as scheduled.
  • You may be subject to a one-year probation period. While probationary the incumbent can be terminated with limited appeal rights.
  • A one-year probation to assess your ability to perform supervisory duties may be required.
  • Required to obtain and maintain a BLS Cardiopulmonary Resuscitation (CPR) Instructor certification.
  • May be required to wear a uniform.
  • Must pass a pre-employment fingerprint based criminal history investigation for any location that accesses Criminal justices Information Systems.
  • Must pass a pre-employment and annual health analysis for hearing, sight, manual dexterity, and speech.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Assisting with the development of policies and procedures for the effective operation of a Central 911 Dispatch Center; 2) Collaborating with various levels of emergency services personnel to ensure consistency of service provided; 3) Providing training to new hires and subordinates on processes and procedures for a Central 911 Dispatch Center.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Service (GS-08). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsLeadershipPlanning and EvaluatingTechnical Competence ADDITIONAL CONDITIONS OF EMPLOYMENT: *The pre-employment and annual health analysis requires: Hearing - distinguish, differentiate, and respond to multiple audible stimuli from personnel or equipment, such as telephone, radio, or alarms; Sight - Distinguish, differentiate, and respond to multiple visual stimuli such as printed documents, Cathode Ray Tube (CRT) displays, and indicator lights; Manual dexterity - Operate radios, computers, and other equipment used in a telecommunications center; Speech - clearly convey verbal messages utilizing telecommunication devices. *Must obtain and maintain the following certifications within prescribed timeframe: Department of Defense Telecommunicator I and II Instructor or equivalent; Department of Defense Hazardous Materials Awareness or equivalent; Independent Study-100 (Introduction to the Incident Command System); IS-200 (ICS for Single Resources and initial Action Incidents); IS-700 (Introduction to National Incident Management System); State NCIC certification based on assigned location; any additional instructor certifications deemed necessary by the local Garrison division may be added as a "must obtain" after employment; attaining Continuing Dispatch Education (CDE) requirements through in-service training and pass in accordance with predetermined course requirements.
